The 2006 Report on the global AIDS epidemic contains the most comprehen¬sive set of data on the country response to the AIDS epidemic ever compiled. Not only did 126 countries submit full reports, but, for the first time, civil society was actively engaged in the collection, review and analysis of these country data. In addition, UNAIDS received more than 30 separate reports from civil society, allowing for a more comprehensive assessment of politi¬cal commitment, quality and equity of service coverage, and the effectiveness of efforts to address stigma and discrim¬ination.

The document presents the e-Capacity Building programme review booklet, which explains each programme area, describing the practical actions that have been taken, and the progress and successes that have been achieved, and looks to the future as the formal e-government programme draws to a close. It also illuminates the part that has been played by the programme in addressing those contextual factors that affect most councils and determine the environment in which thinking about capacity to improve takes place.
