Almost a year after the adoption of the EU Strategy on Central Asia, the prioritization of issues within EU-Central Asian cooperation have become clearer. The planning stage of the strategy was marked by a controversy between proponents of an interest-based approach focusing on energy and security, led by Germany; and supporters of a value-based approach that stressed the importance of human rights and democratization, led by the UK, Ireland, the Netherlands and Sweden.

The April 9-10 meeting in Ashgabad between the EU "Troika" and Turkmen officials has marked yet another step towards the implementation of the EU-Central Asia partnership strategy. According to "Troika" officials, Turkmenistan is willing to supply gas to the EU's Nabucco pipeline project.

The Survey 2007 assesses the economic and social costs of gender discrimination in the Asia-Pacific region, in particular the economic losses from gender discrimination in relation to low labour-force participation and low level of educational achievement. It also assesses the progress made in gender equality in four areas (economic participation, education, health and empowerment), with a comparative analysis that also highlights best practices. The publication analyses the status of gender inequality and factors leading to current disparities, and proposes policy recommendations to minimize gender discrimination in the region.

At the moment, export financing in Uzbekistan involves standard commercial bank credits at the stage of manufacturing products for export. There are four major tools for financing export contracts: 100% prepayment, letters of credit (L/C), insurance policies and bank guarantees. However, there is a lack of financing tools for higher value added export products. Increasing the export of such products requires: (a) significant financial resources at the manufacturing stage; (b) resolution of a number of problems related to the utilization of available export financing tools; and, (c) more specialized support for the marketing, transportation and delivery of such commodities.
