Speaking in Dushanbe on March 24, Iranian Foreign Minister Manuchehr Mottaki announced that Iran had formally applied for membership in the Shanghai Cooperation Organization (SCO). The occasion for this announcement was interesting because it was made in Dushanbe, not in Teheran.
