PERSIAN-SPEAKING UNION CREATED BY AFGHANISTAN, IRAN, TAJKISTAN (by Sergey Medrea (02/04/2008 issue of the CACI Analyst).
On March 24-25, Dushanbe hosted a meeting where the foreign ministers of Iran, Afghanistan and Tajikistan made the necessary arrangements for the coming trilateral summit where the presidents will create the Economic Council of the Persian-Speaking Union. The project to amalgamate these countries sharing linguistic roots can be quite beneficial in the long term. Even now, with the venture at an early stage of development, it can provide signatories with geopolitical benefits.

POLICY PAPER ENTITLED "IMPROVING REGULATION OF EXPORT-IMPORT OPERATIONS AND ENHANCING THE EFFICIENCY OF CUSTOMS CONTROL". Published by UNDP.
The policy paper is prepared by joint Project of UNDP and State Customs Committee "Improving the System of Customs Administration in the Republic of Uzbekistan" with the support of Center for Economic Research. The policy paper contains analysis of legal limitations, transactional costs and procedures of export and import operations, including customs registration. It provides recommendations on simplification of customs procedures, enhancement of customs control efficiency in Uzbekistan. The policy paper also includes analysis of such important aspects of trade facilitation as introduction of the 'single window' mechanism in the process of foreign trade activity, implementation of modern forms of customs declaration (preliminary and electronic), necessity for introduction of the risk management system in customs control, as well as unification of the forms of customs declaration with international standards.

Poverty Reduction in the New Asia and Pacific: Key Challenges of Inclusive Growth for the Asian Development Bank
This paper summarizes the strategic discussion at the Forum on Inclusive Growth and Poverty Reduction in the New Asia and the Pacific, 8–9 October 2007, as highlighted in the excellent keynote address by Michael Walton. It argues that growth needs to be inclusive to be sustainable and to be accepted by the population. The Asia and Pacific region, with its rising inequalities, has somewhat lost the inclusive growth path of its past. This gives new opportunities for the Asian Development Bank to bundle knowledge and finance in areas where both governments and markets fail. Publication Date: November 2007.

Public-private partnership in Uzbekistan: problems, opportunities and ways of implementation
This publication analyses ways and opportunities of use of public-private partnership model in economy of the Republic of Uzbekistan, which envisages participation of commercial firms in creation and maintenance economic and social infrastructure objects. Special attention is paid to normative-legal and institutional premises for implementation of public-private partnership, implementation of the public-private partnership in the housing and communal services, which will allow to accumulate necessary experience and knowledge, and to pass thereupon into large-scale use of public-private partnership in other infrastructure sectors.

Paying Taxes 2008. The global picture
The Paying Taxes study was carried out by PricewaterhouseCoopers and the World Bank Group as part of the World Bank Group's Doing Business 2008 report. The methodology applied to calculate the total tax rate for each country uses the broad principles from the PricewaterhouseCoopers Total Tax Contribution Framework and looks across all taxes that businesses pay. The total tax rate indicator measures the amount of all taxes borne by the business in the second year of operation, expressed as a percentage of commercial profits.

Political and Legal Analysis of the Changes in the Constitution of the Kyrgyz Republic
This article contemplates the changes made to the Constitution of the Kyrgyz Republic. As a result of the many Referendums on changes to the Constitution (1994, 1996, 1998 and 2003), the system of government in Kyrgyzstan has turned into an awkward and ugly monster, wherein the President concentrates the authority that normally belong to the Parliament, the Ministries, and the Judiciary in well functioning democratic countries. The system has not worked, and all hope revolves around its “repair.” Therefore, the demand for constitutional reform became the core concern of all the street rallies and demonstrations in 2005 and 2006.
