Turkmenistan's President Gurbanguly Berdymukhammedov recently signed a Memorandum of Understanding with the EU's External Relations Commissioner, Benita Ferrero-Waldner, during the trip of a very high-level EU delegation to Central Asia, providing for the export of natural gas from Turkmenistan to the EU but not specifying a route, which is nevertheless understood not to cross Russia.

This year a public holiday for the first time marked the day of Kyrgyzstan's 24 March 2005 Tulip Revolution. Parliament only ten days previously had accepted changes to the Labor Code to call March 24 a new red letter day, Revolution Day. But in the capital Bishkek celebrations were memorable less for the low-key Philharmonic concert or the military salute organized by the mayor of Bishkek Daniyar Usenov (2560 salvos in 10 minutes at a cost of 180,000 som) than for the large police presence. Security services from Kyrgyzstan's UGAI, GUVD and Ministry of Interior had been placed on a 24-hour alert.

Turkmenistan was conferred the status of permanent neutrality during the 50th UN General Assembly session on December 12, 1995. Since this date, Turkmenistan distanced itself from any political or economic unions in Central Asia, as well as integration efforts in the security sphere on post-Soviet territory. However, this isolationist stance appears to have taken an entirely opposite route with the change of power a year ago, as President Gurbanguly Berdimuhammedov embarks on progressive foreign policy issues.
