Kyrgyzstan is about to join the Swiss import assistance program, Tajikan Kalimbetova, the Kyrgyz Minister of Finance said summarizing results of the Kyrgyz-Swiss Interparliamentary commission's session on May 29. The program will advance trade relationships between Kyrgyzstan and Switzerland, which as of 2007 made $238.6 million profit. "The both countries possess the required opportunities," Kalimbetova noted. The Swiss import assistance program supports small and medium businesses in countries with transition economies willing to promote their goods in Swiss and European markets.

President Gurbanguly Berdimuhamedov and US Assistant Secretary of State Richard Boucher have discussed, May 28, the prospects of developing mutually beneficial cooperation and security issues including in the energy sphere. According to the Turkmen State News Agency (TDH), the sides identified a number of other most important areas of interaction including economy, agriculture, education and healthcare. "The Unites States attaches great importance to developing relations with Turkmenistan playing a key role in Central Asia", Richard Boucher said. The US Envoy expressed his country's readiness to "render all possible assistance to the reforms launched by the Turkmen leader, including the constitutional and legal ones, that are set to become irreversible on the way of democratic transformations".

In the course of a Governmental delegation' visit to Japan on May 19-20 Kazakhstan Development Bank has had a number of meetings with Japan counterparts. The visit was made within the 9th sitting of the Kazakh-Japan Cooperation Committee. Memorandums of mutual understanding with "Sumitomo Mitsui Banking Corporation" and "Bank of Tokyo Mitsubishi UFJ" have been signed following up the results of the meetings, Kazinform cites the Bank's press service. The above-mentioned documents provide development and expansion of bilateral business cooperation with Japan in following spheres: joint realization of investment projects; structural financing of development projects in Kazakhstan and a number of other countries; syndicated loans on the world markets; international trade financing including organization of contracts of structural trade financing; participation in mutual programs on personnel training; consulting/research activity.

Seminar "Counteracting human trafficking in the Republic of Uzbekistan" will be held on 30-31 May in Tashkent. The event has been organized by regional representative office of United Nations Office on Drugs and Crime (UNODC) in Central Asia with support of the Uzbek government. The seminar is directed on further improvement of national legislation, strengthening interaction of state structures and non-governmental organizations in Uzbekistan in the field of fight human trafficking, and studying international experience in this sphere, according to the information of the UNODC Office in Central Asia. It is expected that among participants of the seminar will be representatives of the Ministry of Internal Relations, National Security Service, Office of Public Prosecutor, Supreme Court, Ministry of Justice, Legislative Chamber of Oliy Majlis, National Human Rights Center of Uzbekistan and local NGOs.

A two-day seminar formally titled "Civil Society and Fight against Corruption" opened in Dushanbe on May 28. The event staged by the UNDP CO Tajikistan as part of the project for providing transparency and accountability is discussing issues related to initiating campaign on improving the society awareness level and establishing norms for the public sector on presenting reports to the public. In the meantime, in a report released at a press conference in Dushanbe, Sherkhon Salimzoda, director of the Agency for the State Financial Control and Combating Corruption, revealed on April 24 that 338 officials have been reprimanded over the first three months of this year and 13 of them have been sacked.

Over 30 representatives of businesses and judicial system, as well as lawyers, took part in a workshop on arbitration and alternative ways of dispute regulation, which was held on 23 May in Namangan city. The workshop was held to train arbitrators and mediators to improve their professional skills, as well as to familiarize businesses and lawyers with modern trends in arbitration. The workshop was organized by joint project of UNDP and the Chamber of Commerce and Industry of Uzbekistan "Supporting to the development of arbitration courts and other alternative methods of dispute settlement in the Republic of Uzbekistan" (Arbitration project). The project focuses on development of the arbitration courts and other alternative ways of dispute resolution through creation of Arbitration Development Center, which was officially opened in early May 2008.

"Kazakh-Latvian cooperation in transport sphere develops actively", Vice President of Commerce and Industry Chamber of Kazakhstan Tatyana Zhdanova has told at a Kazakh-Latvian Business Forum in Almaty. As the Vice President noted, launch of a specialized Kazakh-Latvian grain terminal in Ventspils seaport in 2005 became one of the largest events in both countries' economic cooperation. "This is our Republic's first investment project in the Baltic States and it demonstrates Kazakhstan's potential not only in Latvia but also on the whole European market", T. Zhdanova noted. There are 44 officially registered joint enterprises in Kazakhstan. 33 Kazakh-Latvian joint ventures are working in Latvia at present.

The ceremony of signing the Memorandum of understanding on energy cooperation between Turkmenistan and the European Union took place in the Presidential Palace, May 26, the Ashgabat correspondent of Turkmenistan.ru reports. The imposing EU delegation led by Andris Piebalgs, EU commissioner for energy arrived in the Turkmen capital to sign the document. Ambassador Extraordinary and Plenipotentiary of France in Turkmenistan Christian Lechervi attended the meeting. The members of the Cabinet of Ministers and high rank officials of Mejlis of Turkmenistan took part in the meeting from the Turkmen side.

CIS Electric Power Council held its 33rd meeting. The meeting was chaired by Chairman of the Management Board of RAO UES Anatoly Chubais. The meeting was also attended by the officials in charge of the energy industry in the CIS countries. During the meeting, the participants determined the operational results of the CIS energy systems during the 2007/2008 autumn-winter period, discussed issues of creating a common electricity market in the CIS member states, and considered the progress made in the preparation of a feasibility study for synchronous interconnection of the energy systems of the CIS countries and the IES of Baltic states with the West-European energy systems of the European Union for the Co-ordination of Transmission of Electricity (UCTE). The CIS EPC is actively working to involve organizations and companies interested in cooperation with the Council as Supervisors. Currently, over ten leading Russian and foreign companies and institutes act as the Council's Supervisors.

Prospects of CIS development were discussed at the conference "CIS: reality and prospects of development" organized by Kyrgyz Foreign Ministry in Bishkek on Tuesday. According to the Kyrgyz MFA's press service, purpose of the forum was discussion of interrelations between the CIS member states in the political, economic, trade and other aspects, issues of integration and disintegration, and role of Russia, Kazakhstan and Kyrgyzstan in these projects. Kyrgyz Foreign Ministry's administration, foreign diplomats, public figures, scientists and experts participated in the conference.

The second conference of the interior ministers of the Economic Cooperation Organization (ECO) member states began at President Hotel in Ashgabat on May 26. The conference is attended by heads, senior specialists and experts of law enforcing agencies of 10 countries as well as UN special agencies. In the course of the two-day conference, the delegations will discuss issues related to combating illegal drug trade and drug trafficking, terrorism and transnational organized crime, illegal migration, smuggling, corruption and money laundering, the Turkmenistan.ru correspondent reports from Ashgabat.

Kazakhstani government invites Swedish investors to take part in "30 corporative leaders of Kazakhstan" state program. Galimzhan Pirmanov, vice-minister of economy and budget planning, stated it today during the 5th session of Kazakh-Swedish commission on trade-economic cooperation. "Using this event, I call Swedish side to take part in implementation of "30 corporative leaders" program," said Galimzhan Pirmanov. Along with this, he marked, that "the program has open character, and foreign companies equally with Kazakhstani residents can take part in it". "The basic demand to the participants is foundation of "revenue center" in Kazakhstan," said the ministry representative.

Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Uzbekistan Zautbek Turisbekov met with the Minister of Internal Affairs of Uzbekistan Bakhodir Matlyubov on 26 May. During the meeting the sides considered prospects of intergovernmental interaction in the fight against organized crime, terrorism and other forms of extremism and illegal drugs circulation, according to the press service of the Kazakh embassy in Tashkent. While discussing the issue of effective exchange of information the Kazakh side proposed to consider an opportunity of signing an interdepartmental agreement on exchange of the ministries of interior representatives of both countries.

A government-to-government agreement on cooperation between Cuba and Tajikistan will be signed in the near future, Cuban Ambassador to Tajikistan, Ms. Terisita Kapote Kamacho (phonetically spelled) remarked at a press conference in Dushanbe on May 27, following his meeting with President Emomali Rahmon. She also expressed hope that a Tajik-Cuban economic commission will be set up after that. According to her, after the collapse of the Socialist Camp Cuba's gross domestic product dropped 35 percent and the country experienced serious economic difficulties. "However, since 1995, the country has begun resolving the crisis and economic growth for 2007 stood at 12.5 percent," Cuban diplomat said. Asked about the possible cooperation between the two countries in planting sugarcane, Ms. Kamacho said the Cuba had reduced the sugarcane production to the volume necessary to meet the country's requirements only.

Global Environment Facility's Small Grants Programme (GEF SGP) has announced public hearings of the National Programme Strategy for Uzbekistan. GEF SGP aims at assisting NGOs and local communities at their efforts to protect the environment. The Programme in Uzbekistan focuses on three main thematic areas of GEF's intervetion: a) biodiversity conservation; b) adaptation to climate change and mitigation of its consequences; c) land degradation. The Programme successfully works in a number of developing countries of the world introducing effective approaches and methods to conservation and sustainable use of natural resources. The Small Grants Programme is financed by the Global Environment Facility (GEF), whereas United Nations Development Programme (UNDP) with support from the United Nations Office for Project Services (UNOPS) administers the programme implementation. GEF SGP in Uzbekistan has already established its National Steering Committee (NSC) that is called to guide the Programme's operations. The NSC consists of representatives from NGOs, academia and governmental agencies.

Minister of foreign affairs of Kyrgyzstan Ednan Karabaev met with ambassador of Vietnam to Kyrgyzstan Le Van Toan. During the talks, the ambassador of Vietnam handed over a copy of credentials to E.Karabaev, the ministry's press service reported. He invited E.Karabaev to pay official visit to Vietnam. "Vietnam is ready to develop and strengthen bilateral relations between the two states", - said the ambassador. E.Karabaev pointed out the necessity of developing trade-economic relations and increasing commodity circulation between Kyrgyzstan and Vietnam. The both states are members of WTO.

UAE President Sheikh Khalifa Bin-Zayid Al Nuhayyan invited Turkmen President Gurbanguly Berdimuhamedov to visit the UAE at any convenient time. The invitation was handed over to the Turkmen president by Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates to Turkmenistan, Hasan Abdallah al-Adhab, during a meeting yesterday. The invitation was accepted with gratitude. During the meeting, the sides discussed progress in fulfilling the agreements reached earlier taking into account the two counties' development priorities. Gurbanguly Berdimuhamedov invited UAE businessmen to join large-scale national and regional projects being implemented in Turkmenistan, in particular the project on creating a modern resort zone Avaza on the Caspian Sea coast. According to the diplomat, UAE companies are very interested in any form of participation in new promising projects "intended to utilize more efficiently the huge potential of mutually beneficial partnership."

Kazakh Parliament Senate's Chairman Kassym-Zhomart Tokayev received US delegation today, Kazinform refers to Senate's press-service. Acute issues on Kazakh-American relations were discussed in the course of the meeting. According to Tokayev, active interaction on intergovernmental level promotes open and working partnership between Kazakhstan and the USA. Senate Speaker told about Parliament Upper House's role and authorities. K.Tokayev said the Group on cooperation with US Congress works in the Senate. According to Speaker, creation of a Caucus of Kazakhstani Friends will be a step in further multilateral interaction between the two states.

Clinicians of Legal Clinic under the University of World Economy and Diplomacy (UWED) carried out training for graduates of Tashkent Polytechnical College. The training was directed at raising awareness of graduates on their labour rights. The training was organized by UNDP project "Legal Aid and Legal Literacy for Better Access to Justice". The project is directed at improving access to justice for people who cannot afford or have limited access to legal services, including women, children, the poor, the elderly and people with disabilities and increasing quality of legal services through training of law students. Clinicians of Legal Clinic with legal specialists and experts prepared this event, which was aimed at raising legal awareness of youth in labour rights.

A two-day seminar to discuss introduction of the Sector-Wide Approach (SWAp) in Tajikistan's health sector opened in Dushanbe today, according to the Ministry of Health (MoH). The source at a MoH said that Health Minister Nusratullo Salimov is conducting the seminar that has brought together local and international organizations, main donors and partners of the country's health sector. The seminar is staged under support of the World Health Organization (WHO) and the World Bank (WB). During two days, the seminar participants are discussing issues related to coordination and efficient use of investment funds in the health sector, outlining priorities and main directions of donor assistance, and other moves that will allow the ministry strengthening the health sector through increasing potentials, technical support, monitoring and assessment, the source said.
