January 30, 2008—January 31, 2008. Workshop discusses trade and transport development in Central Asia

Senior government officials from the member countries of the Central Asia Regional Economic Cooperation (CAREC) programme of the Asian Development Bank (ADB) will discuss ways to strengthen regional cooperation in trade and transport in Tashkent. Over two days, CAREC senior officials from the areas of customs, trade facilitation, and transport will discuss and share opinions to finalize the Transport and Trade Facilitation Strategy Report. The 3rd Workshop for CAREC Transport and Trade Facilitation Strategy brings together participants from Afghanistan, Azerbaijan, People's Republic of China, Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan; as well as representatives from the ADB, World Bank, Islamic Development Bank, United Nations Economic and Social Commission for Asia and the Pacific, World Customs Organization, European Commission, Japan International Cooperation Agency, United States Agency for International Development and European Bank for Reconstruction and Development.

November 5, 2007. Improvement of regional trade to allow using potentials of each of CAREC countries more efficiently: President Rahmon
The chief task of regional integration is in promoting more weighty positions for participating in world economy in order to develop economy, provide stability and improve living conditions of the population, Tajik President Emomali Rahmon remarked at the 6th Ministerial Conference of the Central Asia Regional Economic Cooperation (CAREC) in Dushanbe. According to him, a staged implementation of initiatives on trade, transport and energy facilitate deepening of interaction of the countries of the region with world markets. “We consider that CAREC is the program of development of partnership and is an example of cooperation of countries and organizations for providing harmonization of national laws, achievement of actual results and transparency,” the president said. Rahmon noted that improvement of regional trade and removal of non-commercial barriers will give an opportunity to use potentials of each of the CAREC countries more efficiently.

November 2, 2007—November 3, 2007. Central Asia set to take major step forward in regional cooperation

Eight member countries of the Central Asia Regional Economic Cooperation (CAREC) program will discuss ways to deepen interaction and integrate more effectively with world markets in a meeting in Tajikistan. The 6th Ministerial Conference of CAREC will be held in Dushanbe on November 2 -3, 2007. The event will bring together ministers and senior officials from Afghanistan, Azerbaijan, the People’s Republic of China, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, and Uzbekistan, as well as senior representatives of CAREC’s six partner multilateral institutions (MI), bilateral and other regional organizations. Ministers at the conference are expected to consider two wide-ranging initiatives that would strengthen cooperation. The first is the CAREC Transport and Trade Facilitation Strategy, which would support the development of six strategic transport corridors crisscrossing the region, thereby improving access of these economies to each other and to global markets. Through trade facilitation, member countries will work to enhance the efficiency of trade, as well as transparency and awareness of rules, regulations and procedures. “These efforts will improve the flow of people and goods around the region and across borders, providing a firm foundation for sustained growth,” said Craig Steffensen, Head of ADB’s CAREC Unit. The second initiative is the establishment of the CAREC Institute, which will have two main purposes. The first is to enhance the capabilities of CAREC government officials to engage in regional cooperation processes and to plan and implement regional cooperation projects, while secondly, outlining new approaches to regional challenges based on international best practices, empirical research and policy analysis. “Implementation of these strategies and initiatives will result in a substantial deepening of regional economic cooperation and progress toward our long-term vision of ‘Good Neighbors, Good Partners and Good Prospects’,” Mr. Steffensen said.

September 20, 2007. Draft CAREC Transport Sector Strategy was discussed in Manila

The participants of the eighth consultative meeting of the Central Asia Regional Economic Cooperation (CAREC) Transport Sector Coordinating Committee, which took place in Manila (the Philippines), discussed draft CAREC Transport Sector Strategy for 2008-2018. Delegations from the eight CAREC participating countries and representatives of international multilateral institutions, including Asian Development Bank, European Bank for Reconstruction and Development, International Monetary Fund, Islamic Development Bank, United Nations Development Programme and World Bank attended the event. The Transport Sector Strategy has three overarching goals: to establish competitive transport corridors across the region; to facilitate efficient movement of people and goods across borders; and to develop safe, people-friendly transport systems.

September 7, 2007—September 8, 2007. CAREC senior officials to meet in Manila

Senior officials of the Central Asia Regional Economic Cooperation (CAREC) Program will meet in Manila. Delegations from the eight participating countries – Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Afghanistan, Azerbaijan, Mongolia and China - that comprise CAREC will attend. CAREC is a pragmatic, results-oriented program established by the abovementioned eight countries and six multilateral institutions – ADB, EBRD, International Monetary Fund, Islamic Development Bank, UNDP and the World Bank - in 1997 that seeks to promote development through cooperation, leading to accelerated economic growth and poverty reduction. In 2006-2008, multilateral donors plan to extend 42 loans for over US$2.3 billion to CAREC to support regional investments in the spheres of transportation, energy and trade.

November 10, 2006—November 18, 2006. SCO member nations review forms of interaction

The second forum of the Shanghai Cooperation Organization (CSO) on defense and security issues is taking place at the Academy of China’s National Army in Beijing. This ten-day forum formally titled “Peaceful Development of China and the SCO” has brought together some 30 high-ranking officers from China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as India, Iran, Mongolia and Pakistan. Issues related to exchange of information and strengthening of the confidence-building measures between member nations and observer countries of the Organization are the main focus of the meeting. The forum will last until November 18.

October 20, 2006. CAREC conference to take place in Urumqi

The 5th ministerial conference of the Central Asian Regional Economic Cooperation Program (CAREC) to take place in Urumqi (XUAR, China). Ministers of Afghanistan, Azerbaijan, China, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan will take part in the conference. They will discuss joint efforts for strengthening of regional cooperation in Central Asia. In the course of the conference the ministers will consider the comprehensive plan of actions, developed for further strategic management with CAREC program and will debate the ways of a new impulse attachment to regional cooperation by means of program’s widening and deepening.

June 17, 2006. 2nd Summit of Conference on Interaction and Confidence-Building in Asia (CICMA)
Heads of the nine states will gather at the 2nd Summit of Conference on Interaction and Confidence-Building in Asia (CICMA) in Almaty. Russia, China, Azerbaijan, Afghanistan, Kyrgyzstan, Pakistan, Tajikistan, Thailand and Uzbekistan have confirmed their high-level participation. For the first time an observer state, Ukraine, will be represented on the high-level. The UN undersecretary and secretary general of the League of Arab States will also attend CICMA Summit. Besides, vice premiers of Israel, Mongolia, Turkey and a special representative of Indian PM are expected to take part in it too.

June 9, 2006. ADB helps Central Asia to integrate ICT in basic education
Government officials from Central Asia are meeting to discuss how to increase effectiveness of programs and projects in information and communications technology (ICT) in the region, as well as share experiences and lessons learned. They are taking part in a first regional meeting of Government Focal Points and Project Coordinators from Azerbaijan, Kazakhstan, Kyrgyz Republic, Tajikistan, Mongolia, and Uzbekistan, which is being held in Tashkent. The meeting is being held under a US$700,000 grant from ADB and the Tokyo-based ADB Institute to improve effectiveness of ICT in basic education of Central Asian member-countries. During the two-day meeting, participants will analyze the status of ICT development in education in the region, discuss ways to implement the TA in their respective countries in line with national governments' education strategies, and identify key challenges and issues.

The 4th annual conference Concepts and approaches towards regional security: experience, problems and prospects of interaction in Central Asia was opened in Almaty. It is organized by Kazakhstani Institute of Strategic Research under the President of Kazakhstan, Culture and Information Ministry of Kazakhstan and a number of social funds. Experts of strategic research institutes of Central Asian countries, analytical centers of India, Iran, Spain, China, Mongolia, Pakistan, Turkey, Germany, France and Japan are taking part in the forum. Together with Kazakhstani scholars and specialists they are discussing a wide range of issues connected with current state and perspectives of regional security. They are expected to touch upon problems of cooperation between CSTO, SCO, NATO and other international organizations in the region.

March 22, 2006. Asia considered regional transport cooperation
Last week in Urumqi city, Xinjiang Uygur autonomous region, China was over the 5th sitting of the Transport Sector Coordinating Committee (TSCC) within the framework of the Central Asian regional Economic Cooperation program (CAREC). The officials of transport departments of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Azerbaijan, China, Afghanistan and Mongolia, representatives of Asian Development Bank, World Bank, UNO Development Program (UNO PRO) and UN Economic and Social Commission for Asia and the Pacific Ocean (ESCAPO) took part in two-day debates. The meeting's participants discussed harmonization and simplification of international transport procedures and rules, development and enhancement of the regional travel corridors and initiatives on regional transport cooperation. The next sitting of TSCC CAREC will take place in August this year in Xinjiang.

Tenth anniversary summit of the Shanghai Cooperation Organization started at the Kazakh capital on July 5, 2005.

The Shanghai Cooperation Organization, founded on 15 June 2001, unites China, Russia, Uzbekistan, Kazakhstan, Kyrgyz Republic and Tajikistan.

It is expected that the SCO leaders will discuss security issues in the region, cooperation within the organization and other issues of mutual interest.

June 15, 2005. Shanghai Cooperation Organization (SCO) celebrates its 4th anniversary
On June 15 in Beijing there was a solemn reception dated to 4th anniversary of the Shanghai organization of cooperation. Upon invitation of the SCO Secretary General Zhang Deguang the event was attended with assistant to Foreign Affairs Minister and China’s national coordinator in the SCO Li Hui, ambassador of Kazakhstan to China Zhanybek Karibzhanov and ambassadors of other member-states and observers of SCO, leaders of diplomatic missions. For 4 years SCO proved to have much potential and perspectives of progress. Its establishment corresponded to common demands of member-states, their aspiration for peace and stability, development and wealth. SCO is a principal part of the Chinese foreign policy and China attaches much significance to the organization and contributes to its progress, said Li Chaosin.

June 10, 2005. Customs bodies of Central Asia take part in Shenzhen international seminar
Today in the city of Shenzhen of the South-Chinese province Guangdong a session of the customs bodies of China, Azerbaijan, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan and Uzbekistan was held. From the press-release provided by the organizers, the session is called to consolidate regional relations and cooperation between the customs services and advance foreign economic contacts and trade between Central-Asian states.
