The International Exhibition “Achievements in Healthcare Sector of Turkmenistan” will take place in Ashgabat. The event will be organized by the Ministry of Healthcare and Medical Industry of Turkmenistan and the Chamber of Commerce and Industry. The aim of the exhibition is to display the achievements in the healthcare sector since gaining independence. The exhibition committee has the honor to invite the companies operating in the medical and pharmaceutical market of Turkmenistan as well as those interested in co-operation with Turkmenistan to take part in the International Exhibition that, will present the latest achievements in the sphere of healthcare, to create the prerequisites to further mutually advantageous co-operation, to demonstrate the parties’ investment opportunities. A two-day workshop organized by the Ministry of Foreign Affairs of Turkmenistan, the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan and the OSCE Centre in Ashgabat started in the Turkmen capital. The key aspects of further improvement of the national legislation in compliance with the norms of international law are put on the agenda of the seminar. The forum was held in the framework of the joint projects between the government of Turkmenistan and the OSCE Centre in Ashgabat. It brought together the deputies of the Mejlis, the officials of the MFA, the Ministry of Home Affairs, he Ministry of Justice, the Prosecutor General's Office, the Supreme Council, the Institute of State and Law under President of Turkmenistan, the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan, the Ministry of Education, the Ministry of Culture and Broadcasting Activities and the journalists. Among the guests are Head of the Legislative Support Unit of the Office for Democracy and Human Rights Mr. Denis Petit and the international experts.

Turkmen President Gurbanguly Berdimuhamedov signed a number of resolutions at a government meeting on May 12. The documents order the reconstruction of two cinemas and the building of the Turkmen State Circus together with an underground motor tunnel in Ashgabat. The reconstruction should start this May. The ministry of culture, TV and Radio will act as a principal of the reconstruction, the Turkmenistan.ru correspondent reports from Ashgabat.

The interagency workgroup and the international consultants held a working meeting within the framework of the Local Self-Governance Development in Turkmenistan Project implemented in collaboration with the UN Development Programme (UNDP) at the Mejlis of Turkmenistan. The meeting brought together the deputies of the Turkmen Parliament, the specialists of the national ministries and departments, the experts of the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan. Co-operation in improving the national laws on local self-governance is a priority trend of Turkmenistan-United Nations constructive partnership.

The ministry of health and medical industry of Turkmenistan is to sign a contract with Turkish company Erku for the design and construction of a new recreation center for 500 people, a two-storey hotel, and a solarium for 300 people on the bank of Duzly lake in the Mollakara resort. A residential house with improved conveniences for 18 flats will be also built for staff. Turkmen President Gurbanguly Berdimuhamedov signed a decree to this effect "with a view to enlarging the Mollakara resort, further strengthening its material and technical base and enhancing its services to meet recreation needs of people in full."

"We are positively assessing the progress achieved by Turkmenistan in implementing economic reforms in the last one and a half year, particularly the latest measures with regard to adopting a unified exchange rate of Manat," said Peter Wingley, head of the IMF mission for Turkmenistan, said. P.Wingley made this statement in the course of annual consultations with the IMF mission in Ashgabat, the Turkmen State News Agency (TDH) reports. "This step in combination with other supporting reforms is quite useful in furthering the economic and financial development of Turkmenistan and its successful integration into the world economy. The IMF mission will continue providing support to reforms in Turkmenistan, including the forthcoming denomination of the national currency, Manat, in 2009," Peter Wingley said. Let us recall that Turkmenistan introduced a unified exchange rate of manat to foreign currency on May 1 which was set by the Central Bank of Turkmenistan at Manat 14,250 per one US dollar.

President Gurbanguly Berdimuhamedov signed a resolution in accordance with which the Ministry of Communications of Turkmenistan will assemble by this June the modern communication equipment for bettering the access to the Internet aimed at further development of the Internet system in the country. According to the resolution, the Ministry of Communications will conclude contracts with TATA Communciations Company (Great Britain) and Satgate (the Republic of Latvia) to organize international commutation channels of communication with Internet with a total value of US$ 218.6 thousand.

Issues related to preparation of a framework agreement on construction of a transnational gas pipeline were discussed in Islamabad on April 20-25 as part of the 10th meeting of the steering committee of the Trans-Afghan gas pipeline project. The delegation of Turkmenistan led by the minister of oil and gas industry and mineral resources, Baymyrat Khojamuhammedov, attended the meeting. The Turkmen side has proposed some amendments to the draft framework agreement taking into account its position on the sale of gas exclusively on the border of Turkmenistan, the Turkmen State News Agency (TDH) reports. Delegations of India and Pakistan also proposed amendments to the document. The sides agreed to submit the draft agreement to their governments for approval. "As regards terms and conditions of the draft agreement, the discussions focused on the gas price issue. In this regard, the meeting participants agreed that the gas price should be formed on the basis of the current situation on the global energy market," the TDH said. The sides also agreed to continue discussions at the level of technical groups to bring their positions closer. The first meeting of experts is scheduled for the next month. On the Indian side suggestion, the Trans-Afghan gas pipeline project steering committee will gather in Delhi coming autumn.

An international action called "The biggest lesson in the world. Every child has the right for education" was held at Rukhanama special school. The event was organized by the ministry of education of Turkmenistan and UNICEF. The action is part of the Global Action Week on Education for All which has been held in Turkmenistan for the first time. It will continue until April 27, the Turkmenistan.ru correspondent reports from Ashgabat. A best essay contest among pupils of the 8th and 9th form was also held within the framework of the week. Other than this, the education week programme also included the best poster contest, exhibition of children's drawings and sport competitions. All participants and winners of contests received gifts and encouragement prizes.

A Turkmen-Lithuanian business forum was held in Ashgabat on April 23 as part of the Lithuanian government delegation's visit to Turkmenistan. The delegation is led by Lithuania's prime minister Gediminas Kirkilas. Heads and officials of a number of state and business structures of the two countries attended the forum. The Lithuanian delegation consisted of managers of the country's leading organizations and companies, including PAROS, ORANDA, Baltvesta, Linas AGRO, TRANSKALIS and others. At the meeting, the sides exchanged views on the prospects for mutually beneficial partnership and specified its priority directions, the Turkmen State News Agency (TDH) reports. Lithuania's businessmen also made specific proposals for cooperation in the sphere of construction, food industry, agriculture, publishing, industry and transportation as well as health sector. Having supported the idea of expanding and diversifying the trade-economic cooperation and boosting trade between the two countries, the sides stressed the importance of continuation of the constructive dialogue.

A government delegation of Lithuania led by prime minister Gedeminas Kirkilas arrived in the Turkmen capital on April 22. This is the Lithuanian government's first visit to Turkmenistan. During the visit, the delegation of Lithuania, which also includes representatives of business circles, will take part in the Turkmen-Lithuanian business forum, as well as visit the international multipurpose exhibition "White marble city - Ashgabat", the Turkmenistan.ru correspondent reports from Ashgabat quoting the official sources. A memorandum of understanding between the government of Turkmenistan and the government of Lithuania will be signed on results of the intergovernmental talks. It is expected that the Lithuanian prime minister will be received by Turkmen President Gurbanguly Berdimuhamedov tomorrow. The sides are to discuss prospects for and possibilities of establishing a broad mutually beneficial cooperation, first of all in the sphere of trade and economics.

Yesterday, Turkmen President Gurbanguly Berdimuhamedov received Reuben Jeffery, the U.S. Under Secretary for Economic, Energy and Agricultural Affairs and Coordinator for International Energy Issues. As the US under secretary of state noted, the US sees great opportunities in cooperation with Turkmenistan in providing global energy security. Having appreciated Turkmenistan's energy policy, including the strategy of development of the national fuel and energy sector, Reuben Jeffery said US businessmen demonstrated high interest and readiness to establish mutually beneficial partnership in the oil and gas sphere. In general, the sides outlined specific areas of cooperation and stressed the need to boost the Turkmen-American dialogue and attract extensively the US companies' experience and technologies to implementing joint projects, the Turkmen State News Agency (TDH) reports.

At a government meeting yesterday, Turkmen vice prime minister, foreign minister Rashid Meredov reported on the schedule of foreign delegations' visits to Ashgabat next week as well as on preparations for the Turkmen president's forthcoming visit to Afghanistan. According to the minister, President of the UN General Assembly Srjan Kerim; US deputy secretary of state for economics, energy and agriculture Ruben Jeffery; and Lithuanian prime minister Gediminas Kirkilas will arrive in the Turkmen capital in the coming days. As part of the visit, the high-rank guests will hold talks on various issues of cooperation, the Turkmen State News Agency (TDH) said.

An international energy forum on the oil and gas sector of Turkmenistan will be held in London, April 17-18. On President Gurbanguly Berdimuhammedov's instructions the Turkmen government delegation will visit the British capital to participate in the conference. The Turkmen representatives will hold talks with the British counterparts and familiarize with the operation of drilling rigs in the North Sea.

The foreign ministers of the Caspian Sea states – Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan, gathered in the capital of the Islamic Republic of Iran, Tehran to participate in a regular meeting of the Special Workgroup on the Convention of the Legal Status of the Caspian Sea. During the meeting the partners reaffirmed a reciprocal readiness to complete harmonization of the text of the draft Convention – the document called upon to regulate the activity of all kinds and relationships of the littoral states in the sea. Focusing on importance of continuing the consultations in both bilateral and multilateral formats to harmonize views the representatives of the littoral states with satisfaction stated that in the past years considerable success had been achieved in searching for the mutually acceptable solutions based on the interests of the littoral states and the norms of international law. The participants of the meeting noted that a number of the aspects of the Caspian Sea related problems needed further discussing.

The ministry of oil and gas industry and mineral resources of Turkmenistan and the ministry of oil and natural gas of the Republic of India signed a memorandum of understanding on cooperation in the oil and gas sector. The signing ceremony took place in Ashgabat on April 5 on conclusion of negotiations between Turkmen President Gurbanguly Berdimuhamedov and Indian Vice President, Chairman of the Upper House of the Indian Parliament Hamid Ansari who arrived in the Turkmen capital at the head of a high-profile delegation.
According to a report by the Turkmen State News Agency (TDH), the development of effective cooperation in the fuel-energy sector was paid particular attention during the talks. Gurbanguly Berdimuhamedov invited Indian partners to join such important international project as the construction of the Turkmenistan - Afghanistan - Pakistan - India gas pipeline. Hamid Ansari, in turn, expressed sincere gratitude to Turkmenistan for supporting India who wished to join this important project.
The Indian Vice-President said Indian big companies expressed willingness to establish closer cooperation with Turkmenistan. The sides highlighted agriculture, textile and pharmaceutical industries as promising areas of cooperation. The sides spoke in favor of boosting cooperation in the humanitarian sphere, in particular in education and science as well as in information technologies.
As the Turkmenistan.ru correspondent reports from Ashgabat, the Turkmen president's official visit to India has been scheduled for the near future.

The international conference "Searching, Prospecting and Developing Gas Fields and Mineral Resources in Turkmenistan" took place in Ashgabat. Prospects for foreign business' participation in developing Turkmenistan's gas industry topped the forum's agenda. The conference has been organized by the Turkmengaz, Turkmenneftgazstroi and Turkmengeologia state-owned corporations jointly with RPI consulting company. Representatives of famous foreign oil and gas and service companies, manufacturers of equipment and modern technologies from the US, Russia, Kazakhstan, China and some European and Asian countries attended the conference. They included managers and leading specialists of Gazprom, Chevron, ExxonMobil, LukOil, Shell, CNPC, Petronas, BP, Total, Burren, Schlumberger and many other companies.
