The International Monetary Fund and the World Economy and Finance Research Programme of the UK Economic and Social Research Council will hold a conference on international macro-finance at the IMF headquarters in Washington, DC, on April 24-25, 2008. The conference will provide a forum to present recent theoretical and empirical research narrowing the gap between "open-economy macro" and "finance" approaches to international financial issues. This conference aims at stimulating the innovation process and its diffusion to the analysis of relevant policy issues. Possible topics using this new approach include (but are not restricted to): - Monetary policy and asset prices in an open economy; - Policies for managing capital flows; - Global liquidity and credit risk; - International risk sharing and financial markets; - General equilibrium international portfolio models; - Reserve management and sovereign wealth funds; - Exchange rates and financial markets.

Yesterday, Turkmen President Gurbanguly Berdimuhamedov received Reuben Jeffery, the U.S. Under Secretary for Economic, Energy and Agricultural Affairs and Coordinator for International Energy Issues. As the US under secretary of state noted, the US sees great opportunities in cooperation with Turkmenistan in providing global energy security. Having appreciated Turkmenistan's energy policy, including the strategy of development of the national fuel and energy sector, Reuben Jeffery said US businessmen demonstrated high interest and readiness to establish mutually beneficial partnership in the oil and gas sphere. In general, the sides outlined specific areas of cooperation and stressed the need to boost the Turkmen-American dialogue and attract extensively the US companies' experience and technologies to implementing joint projects, the Turkmen State News Agency (TDH) reports.

At a government meeting yesterday, Turkmen vice prime minister, foreign minister Rashid Meredov reported on the schedule of foreign delegations' visits to Ashgabat next week as well as on preparations for the Turkmen president's forthcoming visit to Afghanistan. According to the minister, President of the UN General Assembly Srjan Kerim; US deputy secretary of state for economics, energy and agriculture Ruben Jeffery; and Lithuanian prime minister Gediminas Kirkilas will arrive in the Turkmen capital in the coming days. As part of the visit, the high-rank guests will hold talks on various issues of cooperation, the Turkmen State News Agency (TDH) said.

The Special Interest Group on International Information Issues (SIG-III) of the American Society for Information Science & Technology (ASIS&T) is pleased to announce its ninth competition for papers to be submitted for the 2008 Annual Meeting, which will take place in Columbus, Ohio, October 24-29, 2008. The theme of this year’s paper contest is: “People Transforming Information – Information Transforming People“. Only papers by a principal author who is a citizen of, and resides in a developing country are eligible. Winners in the 2004-2007 contests are not eligible. The papers should be original, unpublished, and ONLY in English. We encourage submissions from librarians, information and network specialists, and educators involved in the creation, representation, maintenance, exchange, discovery, delivery, and use of digital information. Authors are invited to submit manuscripts, not to exceed 5,000 words, by March 31, 2008, to jjeng@njcu.edu, preferably as Microsoft Word attachments.

A ceremony of signing the agreement on assistance within the framework of Millennium Challenge Account Threshold Program between Kyrgyzstan and USA took place at the Government House of Kyrgyzstan. The agreement was signed by head of the presidential administration of Kyrgyzstan Medet Sadyrkulov and director of USAID Office in Central Asia William Frej.

Three energy experts from the United States Trade and Development Agency (USTDA) completed a weeklong visit to Dushanbe where they consulted with the Government of Tajikistan and private sector to decide whether to recommend a feasibility study of an integrated coal mine and power generation project at the at the Fon Yagnob Coal Field. The feasibility study could help Tajikistan attract potential investors interested in implementing the project. The team met with representatives of the Office of the Prime Minister, the Ministry of Energy and Industry, the Ministry of Foreign Affairs, the National Bank of Tajikistan, the Barqi Tojik national electric company, coal companies, the Aga Khan Foundation, SomonCapital, the World Bank, and other international financial institutions. The team also evaluated the potential benefit of a feasibility study of the Pamir 2 Project of the Aga Khan Foundation, which includes the 60 to 100 megawatt Sonobod hydro-electric power projects and distribution of electricity in both Tajikistan and Afghanistan. Based on the reports and recommendations of the USTDA team, USTDA will decide whether to solicit grant proposals for feasibility studies for the coal and hydro-electric projects.

Prime Minister of Kazakhstan Karim Massimov met with Assistant US Secretary of State for South and Central Asian Affairs Richard Boucher in “Ukimet Uyi”. The sides discussed a number of issues on development of cooperation between Kazakhstan and the US and widening of economic interaction between the two states.

Turkmen President Gurbanguly Berdimuhamedov received the US State Department coordinator for Eurasia energy diplomacy, Ambassador Steven Mann, who arrived in Ashgabat. During the meeting, the sides discussed the major areas and prospects for Turkmen-US cooperation at the current stage. The sides also exchanged views on a number of issues of mutual interest. The issue of partnership in the fuel and energy sector was paid particular attention at the talks. In this context, Steven Mann said the US leading companies were highly interested in establishing close business contacts with Turkmenistan.

Saydullo Khairulloyev, Chairman of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament), met with Tom Hushek, Deputy Chief of Mission, US Embassy in Dushanbe. In the course of the talks Tajik speaker briefed US diplomat on activity of the Tajik professional parliament. Khairulloyev noted that Tajikistan is interested in having mutually beneficial cooperation with the United States, which has great opportunities to expand and strengthen bilateral relations. Mr. Hushek, for his part, noted that his country is ready to develop and strengthen relations of friendship and cooperation with Tajikistan.

Kyrgyzstan counts on Kyrgyz-U.S. economic cooperation extension. The Prime Minister Igor Chudinov emphasized it at the meeting with the Ambassador of the United States of America to the Kyrgyz Republic Marie L. Yovanovitch at the Government house. Business sector, which accounts for more than 40 percent of Kyrgyzstan’s GDP, is growing, the Prime Minister said.

President of Uzbekistan Islam Karimov received the Admiral William J. Fallon, the Commander of the U.S. Central Command at Oqsaroy residence in Tashkent. During a meeting, issues representing mutual interest, on strengthening of regional security, stabilization of situation in Afghanistan, fight against the international terrorism, drug trafficking, proliferation of weapons of mass destruction and other modern threats were discussed. The sides also talked about the condition of reforms made by Uzbekistan on democratization and liberalization of society, to maintain the rights and freedoms of people.

Last year, relations of Tajikistan with the far abroad countries were developing with a particular focus on more efficient use of existing opportunities, Foreign Minister remarked at a news conference in Dushanbe. Asked about the possibility of participation of foreign companies in the consortium for completing construction of the Roghun hydroelectric power station (HPS), the minister said that preparation of documents on creation of such a consortium was under way. “Some American companies have expressed wish to participate in this consortium,” Zarifi said. However, he refrained from naming those companies.

A delegation led by a member of the U.S. Senate Committee on Foreign Relations Senator Richard Lugar arrived in Ashgabat. During the two-day visit the guests will be received at the Ministry of Foreign Affairs and the State Agency for Hydrocarbon Resources Management and Use under President of Turkmenistan, visit the Ghaudan-Bajigiran post control and participate in the Memorial Day events. President of Turkmenistan Gurbanguly Berdymuhamedov is expected to receive Senator.

Effective January 1, 2008, the application fee for a U.S. nonimmigrant visa will increase from $100 to $131. This increase allows the Department of State to recover the costs of security and other enhancements to the non-immigrant visa application process. Applicants who paid the prior $100 application fee before January 1 will be processed only if they are scheduled and appear for a visa interview before January 31. Applicants who paid the prior $100 application fee and appear for visa interviews after January 31, 2008 must pay the difference -- $31 -- before they will be interviewed.
