An international conference dedicated to the course of life and poetical heritage of Makhtumkuli Fragi, outstanding Turkmen poet-philosopher whose 275th birthday is marked this year, opened in Ashgabat on May 12. Azerbaijani, Armenian, Afghani, German, Indian, Iranian, Spanish, Kazakh, Chinese, Kyrgyz, Mongolian, Pakistani, Russian, Serbian, US, Tajik, Turkish, Uzbek, Ukrainian and Czech scientist arrived in the Turkmen capital to participate in the conference titled "Makhtumkuli and the world spiritual-cultural values.

State and prospects of further expansion of cooperation between Tajikistan and the European Bank for Reconstruction and Development (EBRD) were discussed on Monday at a meeting of President Emomali Rahmon within visiting EBRD delegation. Speaking to reporters after a meeting with the president, Mr. Gonzalo Ramos, representing Spain and Mexico, noted that the aim of their visit to Tajikistan is to know more about the present situation in Tajikistan in order that further strategy of the Bank would meet the country’s needs. According to him, they were also interested in president’s vision of what the EBRD could do for Tajikistan. The president and his economic team briefed us on this,” Mr. Ramos said. According to him, the EBRD last year funded nine projects for totaling $40 million aimed at microfinancing as well as supporting development of small and medium-sized enterprises (SMEs) and infrastructure in the country.

The Asian Development Bank (ADB) has opened media registration for its 41st Annual Meeting to be held 3-6 May 2008 at the Instituci?n Ferial de Madrid (IFEMA) in Madrid, Spain. Participants are requested to register as early as possible and online registration will remain open until 18 April. Members of the media are invited to cover the meeting and participate in all the seminars. For more information, please visit http://www.adb.org/annualmeeting/2008/med-inv.asp. Some 3,000 participants, including government leaders, central bank governors and finance ministers, as well as representatives from the private sector, academia, media, and civil society groups from around the world are expected to gather for the Annual Meeting. One of the highlights of ADB's Annual Meeting 2008 will be discussions on ADB's Long-Term Strategic Framework covering 2008-2020. The meeting will also include a series of seminars on key issues, including climate change, economic integration, and financial market stability. The delegation of Ombudsman of the Kingdom of Spain led by Enrique Mugica Herzog is visiting Uzbekistan, the national newspapers reported. On April 16 the members of delegation met with the Chairman of Senate of Oliy Majlis of the Republic of Uzbekistan Ilgizar Sabirov, the reports have said. At the Senate talks the sides have said that the relations between Uzbekistan and Spain were developing in all spheres, and particularly, the ties between the parliaments and Ombudsmen were on the rise. The Spanish delegation is also reported to have learnt about the work of the Upper Chamber of the Uzbek national parliament. “The abolishment of death penalty in Uzbekistan from January 1, 2008 and delegating to courts the right to issue arrest warrants have become as an important step on the way to democratize country,” – Mr. Herzog has said. Also, during the talks the sides have agreed on expanding the ties between parliaments and offices of Ombudsman, according to the newspapers.

Acting foreign minister of Kyrgyzstan E.Karabaev met with OSCE Secretary General Marc Perrin de Brichambaut in Madrid, Spain. During the meeting, the sides discussed issues of further strengthening interaction between Kyrgyzstan and OSCE, implementation of projects and programs of the Organization in the country. It was noted that Kyrgyzstan attaches a great importance to cooperation with OSCE. The sides also considered issues of cooperation for 2008.

A delegation of envoys in charge of human rights from the foreign ministries of four European countries arrived in Ashgabat. The delegation includes Michel Doucin from France, Guenter Nooke from Germany, Silvia Escobar from Spain and Jan Nordlander from the Kingdom of Sweden.The guests will be received at Turkmenistan's Mejlis, the ministry of foreign affairs and the National Institute of Democracy and Human Rights under the president of Turkmenistan. The delegation members will also have meetings at the education and interior ministries, the health and pharmaceutics industry ministry as well as with teachers and students of the law faculty of the Magtymguly state university.

The main objective of the International Congress is to determine the role of Turkic civilization among other civilizations in the process of globalization. Some 70 scholars from 20 countries will take part in the Congress, including Japan, United States, Hungary, Germany, Italy, Spain, India, China, Russia, Uzbekistan, Kyrgyzstan, Kazakhstan, Turkey and others. The scholars will make reports and hold discussions. The event will be organized by the Turkish Cooperation and Development Agency and Turkic Civilization Center of the Kyrgyz-Turkish University "Manas".

The OSCE Chairman-in-Office, Spanish Foreign Minister Miguel Angel Moratinos will visit Ashgabat to meet President of Turkmenistan Gurbanguly Berdimuhammedov as part of his tour of Central Asia from 10 to 14 April. The OSCE Chairman will also meet top officials in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
