May 8, 2008. WB allocates grant in the amount of 9 mln.dollars to develop Kyrgyzstan's agriculture
The World Bank's Board of Directors approved an IDA grant in the amount of US$ 9million for the Agricultural Investments and Services Project in the Kyrgyz Republic. With food prices at an all time high around the world, the new project will help to reduce rural poverty in the country by increasing productivity and sustainable pasture management. Almost three quarters of the poor and extreme poor live in rural areas, where the prevalence of poverty is higher than in urban areas: 51 percent of the rural population compared to 30 percent of the urban population.

May 7, 2008. Industrial production growth rate lowest in Kyrgyzstan
Growth rate of industrial production in Kyrgyzstan remains lower than the average index in CIS, Interstate Statistics Committee of CIS reported. Growth rate of industrial production in the first quarter of 2008 makes up 4.1 percent that is similar to the same period of 2007. The average index increased by 7 percent throughout CIS. Meantime, the lowest growth rate that reduced to 10.1 percent was recorded in Tajikistan. Azerbaijan and Belarus showed the highest growth rate of industry output of 12.9 percent and 13.6 percent respectively.

May 5, 2008. International Development Association (IDA) grant $12M for Bishkek, Osh new residential blocks development
International Development Association (IDA) grants $12million for development of new residential blocks in Osh and Bishkek, press service of the Kyrgyz Finance Ministry reported. The relative agreement was signed by Tajikan Kalimbetova, the Kyrgyz Finance Minister and World Bank Resident Representative Roger Robinson on April 30, 2008. The grant funds will go for Bishkek and Osh infrastructure development. The project will be co-financed by the Kyrgyz government, which allots $1.2 million for the project and Bishkek and Osh city administrations, with $1.1 million. The $14.3 million worth project will reportedly last for four years, the press service added.

April 30, 2008. Economy Ministry set moratorium on state development programs
Kyrgyz Ministry of Economy and Trade intends to impose moratorium on various state development programs, which are regularly proposed, Akylbek Japarov, the head of the ministry said during the seminar on state development strategy monitoring and evaluation today. The minister also recommended the Agriculture, Water and Processing Industry Ministry to adopt alcohol industry development program. "Kyrgyzstan is the only country in the world, where this branch is loss-making. Meanwhile, the ministry adopted a fishing development program," Japarov noted.

April 29, 2008—April 30, 2008. Water-energy consortium to be crated in Central Asia
A decision on creating a water-energy consortium in Central Asia is expected to be made in Bishkek, Kyrgyzstan at the end of April. Kyrgyzstan’s news agency 24kg reported that members of the Kyrgyz-Kazakh intergovernmental commission reached an agreement on this subject at a session that was held in Astana, Kazakhstan on April 16. The session considered the possibility of signing of an agreement on creating the consortium by Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The sides set concrete terms for solving this issue and planned to hold a meeting for making a final decision on this issue in Bishkek on April 29-30, the news agency said.

April 29, 2008—May 6, 2008. GDP growth rate reach 6.8% in second quarter of 2008
GDP growth rate is expected to reach 6.8% or 49.5 bln soms in the second quarter of 2008, the Ministry of Economy and Trade forecasted. Industry is expected to produce goods worth 37.1 mln som. Growth rate will make up 5.4%. Coal mining will increase by 74.4% to hit 64.4 mln som. This is 15.4 tons more than in the first quarter of 2008. Crude oil output is forecasted to surge by 2.9% (17.7 thousand tons) and natural gas output – by 21.1% (4.6 mln cubic meters).

April 28, 2008. Kyrgyzstan is example of democratic transition, OSCE Secretary General says
"Kyrgyzstan has been an example of democratic transition in the region," said Marc Perrin de Brichambaut, the OSCE Secretary General during a one-day visit to Kyrgyzstan on April 26, 2008. OSCE Secretary General Marc Perrin de Brichambaut met Kyrgyz President Kurmanbek Bakiev to discuss the country's reform progress and ways to enhance co-operation with the Organization. Besides, the Secretary General met Parliament Speaker Adahan Madumarov, Foreign Minister Ednan Karabaev and Interior Minister Moldomusa Kongantiev, and held discussions with representatives of non-governmental organizations and political parties. "I am confident that the country will maintain its leading position in pursuing international standards of democratic development, respect for fundamental human, civil and political rights, especially freedom of assembly, speech and media, in accordance with international and OSCE commitments," said the Secretary General. "The OSCE Secretary General reassured that "the OSCE is ready to continue enhancing its work in response to the country's needs".

April 25, 2008. Development of bilateral cooperation between Kyrgyzstan and Korea discussed
The further development of bilateral cooperation between Kyrgyzstan and the Republic of Korea is discussed in Korea during the visit of the First Vice Prime Minister of Kyrgyzstan Iskenderbek Aidaraliev to this republic. The Kyrgyz delegation included of governor of Chui oblast K. Syidanov, chairman of the State Committee for Migration and Employment Aigul Ryskulova, director of the State Agency on Architecture and Construction Kanybek Narbaev, First Vice Mayor of Bishkek O. Tarbinsky. During the visit the Kyrgyz delegation met with Korean Prime Minister Han Syng Cu, Minister of Land, Transport and Sea affairs Chang Djong Hvan, Minister of Labour Li Yang Hi, Vice President of state land corporation Om Chak El. In frames of these meetings the issues of further development of bilateral cooperation between the Republic of Korea and Kyrgyzstan and projects on construction of new small towns in Kyrgyzstan. On the results of talks a memorandum is signed between the State Agency on Architecture and Construction and Korean state land corporation.

April 23, 2008. Belarus, Kyrgyzstan ink trade-economic cooperation protocol
The forth session of the Kyrgyz-Belarus Interparliamentary commission, which took place in Bishkek today resulted into signing a trade-economic cooperation protocol. The commission examined the joint work of the two countries in 2007 and discussed prospects for 2008. The 11-member-delegation headed by the Belarus deputy prime minister Ivan Brylev arrived in Bishkek yesterday. The main topics discussed during the session were cooperation in such issues as agricultural vehicles’ park upgrade, industry development, tourism, transport, sport, education and culture. The session participants have also defined the date of the next, fifth session of the commission. The delegation members have visited Kara-Balta auto-repair plant, where Belarus intends to launch tractor assembling industry. Today the plant’s car-park counts about 24 thousand tractors, 95 percent of which are completely worn-out. “The first lot of 20 tractors is expected to be produced by the end of 2008,” Arstanbek Nogoev, the Kyrgyz Minister for Agriculture, Water and Processing industry said.

April 23, 2008. 2nd meeting of Task Force on regional electricity cooperation opens in Dushanbe
The second meeting of a Task Force on regional Electricity Cooperation in Central and South Asia opened in Dushanbe on April 23. A source at the Ministry of Energy and Industries (MoEI) said that the meeting had brought together representatives of Afghanistan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan to consider issues related to international practice of creation of cross-border electricity markets.  They are also discussing their interests and obligations on developing model agreements for cross-border electricity projects.  They are also considering issues related to regulation of hydropower regimes in order to use experience of other regions. In the meantime, special workshop on hydropower management in Central Asia was held in the Tajik capital yesterday.  The workshop assessed the present state of cooperation in Central Asia and discussed efficient methods of management of hydropower in the region.  The seminar participants also exchanged views on ways to strengthen regional cooperation.

April 22, 2008. GDP growth hit 6.1% in January-March 2008
GDP surplus grew by 6.1% to 28,143 billion soms in January-March 2008, the National Statistics Committee reported. GDP surplus would hit 5.8% and reached 26,905 million soms if Kumtor Gold Mining Company were excluded. 2008 GDP growth rates are lower than in 2007, when the January-March GDP growth made 8.5 percent, without Kumtor indices.

April 21, 2008. Kyrgyz Finance Minister heads for Kuwait
The Kyrgyz Finance Minister, Tajikhan Kalimbetova, started her business trip to Kuwait today, press service of the Ministry reported. The main aim of the minister’s visit is negotiations with the Kuwait Foundation of Arab Economic Development concerning the Kyrgyz loan restructuring under the Paris Club Protocol as of March 11, 2005. The loan reportedly counts $17,238 million. The minister’s visit will supposedly last for three days.

April 18, 2008. Economic cooperation tops Kyrgyz-Kazakh talks
"Development of the investment and economic cooperation topped the agenda of Kyrgyz-Kazakh negotiations," Kurmanbek Bakiev said at a sitting of the Kazakh-Kyrgyz Supreme Interstate Council in Astana on Thursday. "Upon the results of the negotiations we coincided in opinion that the Kyrgyz-Kazakh relations dynamically develop in the spirit of good neighborliness and partnership," he noted. "Kyrgyzstan intends to deepen multilateral cooperation with Kazakhstan and bring the relations to a fundamentally new level," the President of Kyrgyzstan emphasized. Besides, Kurmanbek Bakiev congratulated Nursultan Nazarbaev with Kazakhstan taking over the chair in OSCE.

April 17, 2008. Bakiev begin official visit to Kazakhstan today
The President Kurmanbek Bakiev will arrive in Kazakhstan for official visit today.  Kurmanbek Bakiev is expected to hold a session of the Supreme Interstate Council together with the Kazakh President Nursultan Nazarbaev. Kurmanbek Bakiev will head for Kazakhstan at midday, April 17. The presidents will discuss cooperation prospects in politics, trade, economy, investment, water and energy spheres and culture realm. The 7th session of the Kyrgyz-Kazakh Intergovernmental Commission was held yesterday in the ware of the visit. Besides, the first Bishkek-Astana-Bishkek flight carrying the Kyrgyz delegation was made on April 16. Kurmanbek Bakiev paid another official visit to Kazakhstan in 2006. Nursultan Nazarbaev visited Kyrgyzstan in April 2007.

Bishkek, April 16. (KABAR). President Kurmanbek Bakiyev of the Kyrgyz Republic will pay an official visit to Kazakhstan on April 17-18 and participate in a work of the second session of Kyrgyz-Kazakh Supreme Interstate Council together with President of Kazakhstan Nursultan Nazarbaev. It is expected that the session will discuss issues of integration and further expansion of trade-economic, investment, cultural and humanitarian cooperation between Kyrgyzstan and Kazakhstan as well as subjects of international policy. Besides, number of bilateral intergovernmental documents would be signed.
