This international conference will provide a platform for policy makers, regulators, industry executives, and researchers from academia and industry to discuss recent theoretical developments, techniques, and empirical findings on issues related to risk management in the financial sector. The conference registration fee will be waived for all presenters and discussants. Organizers will also provide presenters and discussants with hotel accommodation and a small honorarium to defray incidental expenses. In some cases, the organizers may offer travel assistance to presenters and discussants in need of financial support. Deadline for paper submission is March 15, 2008.

June 25, 2008. Ashgabat to host big regional communication forum in September
A scheduled meeting of the Council of heads of communication bodies of the Regional Communication Community (RCC) and a meeting of the Coordination Council on Information under the RCC will be held in Ashgabat in September. Heads and representatives of the CIS communication bodies will participate in the forum. Simultaneously, an international exhibition and a scientific conference called "Turkmentel - 2008" will be held in the Turkmen capital on September 24-25. As the Turkmenistan.ru correspondent reports from Ashgabat, Turkmen minister of communication Resulberdi Hojagurbanov reported on preparations for these events at a government meeting on June 23.

June 25, 2008. K.Bakiyev set a task to work out the country's long-term development strategy till 2020
Kyrgyzstan has essentially strengthened its socio-economic potential and achieved high level of production as well as increased the rates of state budget. President of Kyrgyzstan Kurmanbek Bakiyev told it during a meeting of the national council on strategic development. "However, the inconsequence on some directions of reforms has caused a delay of the country's economic growth. In order to make reforms more effective, it is necessary to focus attention on three basic directions. These are - strengthening of economic growth and creation of working places, improving the level of social protection and human development, increasing the efficiency of state sector", - said the head of state. "The country's development strategy is a main document of Kyrgyzstan, which determines directions of development and activities of the country till 2010. The strategy's goal is to increase the level and quality of citizens' life through constant economic growth, fighting with unemployment and poverty, receiving high and stable revenue".

June 19, 2008. N. Nazarbayev stands for Kazakh-Japanese economic partnership enlargement
Kazakhstan is interested in economic cooperation development with Japan, Head of the State Nursultan Nazarbayev said at the meeting with President of Japanese DietÒs House of Councilors Satsuki Eda. Press Secretary of the President Yerlan Baizhanov made it public, giving comments on the results of the meeting. N.Nazarbayev noted that the aim of his visit to Japan is to raise the two countries' economic cooperation on a new level, which includes agriculture as well. ÓPresident thanked the Japanese party for the help rendered in rehabilitation of Semipalatinsk region and the Aral Sea and noted that he supports the Japanese initiative on environment protectionÔ, the Press Secretary said.

June 13, 2008. Kazakhstan Development Bank attracted USD 1 bln in Jan-May 2007
"Development Bank of Kazakhstan" JSC has attracted more than USD 980 mln during the period of Jan-May 2007 and has signed agreements on credit lines to the amount of USD 700 mln. The Bank works at present at attraction of extra USD 400 mln in the 3rd q 2008, Kazinform cites the Bank's press service. The Bank plans to increase financing of the companies in production and infrastructural sectors and continue playing an important role in realization of the state investment policy. "Active support of financial sector by the Government and national development institutes, financing of large infrastructural projects through state-private sector partnership and improvement of legislation underlie successful attraction of financial resources from foreign banks to Kazakhstan economy", Chairman of Bank Mukan Sagindykov noted. The abovementioned loans can provide basis for investment activity in 2008 and 2009.

June 9, 2008. International forum on exploration of oil deposits, oil extraction and processing and petrochemisrty takes place in Ashgabat
The three day international exhibition and conference "Prospecting and exploration of oil deposits, oil extraction and processing and petrochemistry" has opened in Ashgabat, June 6, in the Exhibition Center "Sergi Koshgi". Over 70 companies from 30 countries of the world, dozens of Turkmen and foreign specialists and experts attend the conference. As the Ashgabat correspondent of Turkmenistan.ru reports, the exposition, which occupies two floors of the palace, displays the achievements of the country's fuel and energy complex. The foreign companies that operate in the Turkmen shelf of the Caspian Sea, carry out supplies and provide maintenance services on assembling and repairing equipments, as well as Turkmen oil and gas sector leading companies like the Turkmenbashi Complex of Oil Refineries, exhibited their products on separate stands.

June 4, 2008. Kyrgyzstan's GDP for January-April 2008 has increased by 6.3%
The CIS Statistical Committee released data on GDP for January-April 2008. The GDP rate in the CIS countries grew by 8% in average compared with 2007. The highest GDP rate is reported in Azerbaijan (15%) and Belarus (10.4%). In Russia and Armenia GDP growth reached 9.3%, in Uzbekistan - 8.1%, in Kyrgyzstan - 6.3%, in Kazakhstan - 6%, in Ukraine - 6.2%, in Tajikistan - 4.1%. From January to April 2008, inflation made 23.3% in Kyrgyzstan compared to the same period last year. The National Statistical Committee of the Kyrgyz Republic says inflation makes 7.2%. According to calculations of the CIS Statistical Committee, the highest inflation rate is reported in Tajikistan (26.6%), the lowest inflation rate is reported in Armenia (8.6%). In Kazakhstan inflation rate reached 18.8%, in Azerbaijan - 17.8%, in Moldova - 15%, in Russia -13.2%, in Belarus - 15%, in Georgia - 11.5%. The CIS Statistical Committee does not have inflation rates for Turkmenistan and Uzbekistan in its report. In average the inflation rate within the Commonwealth of Independent States made 16%.

June 4, 2008. Tajikistan's economic team to attend International Economic Forum in St. Petersburg
Tajikistan's economic team will take part at the 12th International Economic Forum that will be held in St. Petersburg, Russia from June 6-8, according to the Ministry of Energy and Industries (MoEI). The source at a MoEI said that Energy and Industries Minister Gul Sherali, Economic Development and Trade Minister Ghulomjon Bobozoda, as well as the head of the State Committee for Investment and State-owned Property Management Farrukh Hamraliyev and the head of the Chamber of Commerce and Industry Said Sharif will represent Tajikistan at the St. Petersburg Economic Forum. Besides, representatives of the Limited Liability Company Duhanbeagroservice, the Production Association Yoqout-2000 and the Institute for Economic will also attend the forum, the source said.

The second conference of the interior ministers of the Economic Cooperation Organization (ECO) member states began at President Hotel in Ashgabat on May 26. The conference is attended by heads, senior specialists and experts of law enforcing agencies of 10 countries as well as UN special agencies. May 21, 2008. Kazakhstan Development Bank's new projects
Development Bank of Kazakhstan JSC announced financing 10 investment projects including 3 "breakthrough" ones at its session last Thursday. These are organization of textile production in "Ontustik" free economic zone in South Kazakhstan oblast, modernization of a plant on production of ferroalloys in Taraz and further expansion of "Aktau" International Sea Trade Port, learnt from the Bank's press service. Besides, projects on construction of the following objects were approved: a cement plant in Almaty oblast; first works on utilization of worn-out transport tires in Astana; first transport-logistics centre in Aktobe, West Kazakhstan; modernization of a Heat Power Station in Ridder in East Kazakhstan and projects providing re-financing of loans in Kazakhstan's commercial banks.

Kazakhstan Today - During the tenth session the Republican Budgetary Commissions (RBC) under the presidency of the Prime Minister of Kazakhstan Karim Masimov approved the intermediate term plan of social and economic development, the intermediate term of fiscal policy for 2008 - 2010, and parameters of specification of the republican budget for 2008, the press service of the Ministry of Economics and Budgetary Planning informed the agency. "According to the agenda, the session of the Republican Budgetary Commission have considered and approved the intermediate term plan of social and economic development for 2008 - 2010, intermediate term of fiscal government policy of the Republic of Kazakhstan for 2008 - 2010 and parameters of amendments of the republican budget of 2008," the press service informed.

May 14, 2008. ADB increase aid to Kyrgyzstan by 25%
The Asian Development Bank will increase donor aid to Kyrgyzstan by 25%, the Finance Ministry press service reported. The agreement was reached between the President of the Asian Development Bank Haruhiko Kuroda and Kyrgyz Finance Minister Tajikan Kalimbetova during her visit to Madrid. Haruhiko Kuroda praised a high level of cooperation between Kyrgyzstan and the bank. Besides, the bank will further advance efforts supporting development of the social life and economy in the country.

May 8, 2008. WB allocates grant in the amount of 9 mln.dollars to develop Kyrgyzstan's agriculture
The World Bank's Board of Directors approved an IDA grant in the amount of US$ 9million for the Agricultural Investments and Services Project in the Kyrgyz Republic. With food prices at an all time high around the world, the new project will help to reduce rural poverty in the country by increasing productivity and sustainable pasture management. Almost three quarters of the poor and extreme poor live in rural areas, where the prevalence of poverty is higher than in urban areas: 51 percent of the rural population compared to 30 percent of the urban population.

May 7, 2008. Industrial production growth rate lowest in Kyrgyzstan
Growth rate of industrial production in Kyrgyzstan remains lower than the average index in CIS, Interstate Statistics Committee of CIS reported. Growth rate of industrial production in the first quarter of 2008 makes up 4.1 percent that is similar to the same period of 2007. The average index increased by 7 percent throughout CIS. Meantime, the lowest growth rate that reduced to 10.1 percent was recorded in Tajikistan. Azerbaijan and Belarus showed the highest growth rate of industry output of 12.9 percent and 13.6 percent respectively.

May 5, 2008. International Development Association (IDA) grant $12M for Bishkek, Osh new residential blocks development
International Development Association (IDA) grants $12million for development of new residential blocks in Osh and Bishkek, press service of the Kyrgyz Finance Ministry reported. The relative agreement was signed by Tajikan Kalimbetova, the Kyrgyz Finance Minister and World Bank Resident Representative Roger Robinson on April 30, 2008. The grant funds will go for Bishkek and Osh infrastructure development. The project will be co-financed by the Kyrgyz government, which allots $1.2 million for the project and Bishkek and Osh city administrations, with $1.1 million. The $14.3 million worth project will reportedly last for four years, the press service added.

May 5, 2008. IMF positively assesses economic reform in Turkmenistan
"We are positively assessing the progress achieved by Turkmenistan in implementing economic reforms in the last one and a half year, particularly the latest measures with regard to adopting a unified exchange rate of Manat," said Peter Wingley, head of the IMF mission for Turkmenistan, said. P.Wingley made this statement in the course of annual consultations with the IMF mission in Ashgabat, the Turkmen State News Agency (TDH) reports. "This step in combination with other supporting reforms is quite useful in furthering the economic and financial development of Turkmenistan and its successful integration into the world economy. The IMF mission will continue providing support to reforms in Turkmenistan, including the forthcoming denomination of the national currency, Manat, in 2009," Peter Wingley said. Let us recall that Turkmenistan introduced a unified exchange rate of manat to foreign currency on May 1 which was set by the Central Bank of Turkmenistan at Manat 14,250 per one US dollar.

May 5, 2008. Development of Kazakhstan's electric-power sector discussed in Astana
Prime Minister of Kazakhstan Karim Massimov has held a meeting today with reps of foreign side of the Council of Foreign Investors under the President of Kazakhstan. The sides discussed issues of development of Kazakhstan's electric-power sector, Kazinform refers to the PM's press service. The Council reps made a presentation of current problems of the sector, measures on improvement of the investment climate, perfection of tariff policy and methodology of tariff design. Position of the Kazakh Government towards tariff policy for energy producers was considered as well. Following the results of the meeting Karim Massimov charged Energy and Mineral Resources Minister Sauat Mynbayev to continue talks with reps of the Council who, in their turn, expressed readiness to develop close cooperation.

April 30, 2008. Economy Ministry set moratorium on state development programs
Kyrgyz Ministry of Economy and Trade intends to impose moratorium on various state development programs, which are regularly proposed, Akylbek Japarov, the head of the ministry said during the seminar on state development strategy monitoring and evaluation today. The minister also recommended the Agriculture, Water and Processing Industry Ministry to adopt alcohol industry development program. "Kyrgyzstan is the only country in the world, where this branch is loss-making. Meanwhile, the ministry adopted a fishing development program," Japarov noted.
