This international conference will provide a platform for policy makers, regulators, industry executives, and researchers from academia and industry to discuss recent theoretical developments, techniques, and empirical findings on issues related to risk management in the financial sector. The conference registration fee will be waived for all presenters and discussants. Organizers will also provide presenters and discussants with hotel accommodation and a small honorarium to defray incidental expenses. In some cases, the organizers may offer travel assistance to presenters and discussants in need of financial support. Deadline for paper submission is March 15, 2008.

May 8, 2008. WB allocates grant in the amount of 9 mln.dollars to develop Kyrgyzstan's agriculture
The World Bank's Board of Directors approved an IDA grant in the amount of US$ 9million for the Agricultural Investments and Services Project in the Kyrgyz Republic. With food prices at an all time high around the world, the new project will help to reduce rural poverty in the country by increasing productivity and sustainable pasture management. Almost three quarters of the poor and extreme poor live in rural areas, where the prevalence of poverty is higher than in urban areas: 51 percent of the rural population compared to 30 percent of the urban population.

May 7, 2008. Industrial production growth rate lowest in Kyrgyzstan
Growth rate of industrial production in Kyrgyzstan remains lower than the average index in CIS, Interstate Statistics Committee of CIS reported. Growth rate of industrial production in the first quarter of 2008 makes up 4.1 percent that is similar to the same period of 2007. The average index increased by 7 percent throughout CIS. Meantime, the lowest growth rate that reduced to 10.1 percent was recorded in Tajikistan. Azerbaijan and Belarus showed the highest growth rate of industry output of 12.9 percent and 13.6 percent respectively.

May 5, 2008. International Development Association (IDA) grant $12M for Bishkek, Osh new residential blocks development
International Development Association (IDA) grants $12million for development of new residential blocks in Osh and Bishkek, press service of the Kyrgyz Finance Ministry reported. The relative agreement was signed by Tajikan Kalimbetova, the Kyrgyz Finance Minister and World Bank Resident Representative Roger Robinson on April 30, 2008. The grant funds will go for Bishkek and Osh infrastructure development. The project will be co-financed by the Kyrgyz government, which allots $1.2 million for the project and Bishkek and Osh city administrations, with $1.1 million. The $14.3 million worth project will reportedly last for four years, the press service added.

May 5, 2008. IMF positively assesses economic reform in Turkmenistan
"We are positively assessing the progress achieved by Turkmenistan in implementing economic reforms in the last one and a half year, particularly the latest measures with regard to adopting a unified exchange rate of Manat," said Peter Wingley, head of the IMF mission for Turkmenistan, said. P.Wingley made this statement in the course of annual consultations with the IMF mission in Ashgabat, the Turkmen State News Agency (TDH) reports. "This step in combination with other supporting reforms is quite useful in furthering the economic and financial development of Turkmenistan and its successful integration into the world economy. The IMF mission will continue providing support to reforms in Turkmenistan, including the forthcoming denomination of the national currency, Manat, in 2009," Peter Wingley said. Let us recall that Turkmenistan introduced a unified exchange rate of manat to foreign currency on May 1 which was set by the Central Bank of Turkmenistan at Manat 14,250 per one US dollar.

May 5, 2008. Development of Kazakhstan's electric-power sector discussed in Astana
Prime Minister of Kazakhstan Karim Massimov has held a meeting today with reps of foreign side of the Council of Foreign Investors under the President of Kazakhstan. The sides discussed issues of development of Kazakhstan's electric-power sector, Kazinform refers to the PM's press service. The Council reps made a presentation of current problems of the sector, measures on improvement of the investment climate, perfection of tariff policy and methodology of tariff design. Position of the Kazakh Government towards tariff policy for energy producers was considered as well. Following the results of the meeting Karim Massimov charged Energy and Mineral Resources Minister Sauat Mynbayev to continue talks with reps of the Council who, in their turn, expressed readiness to develop close cooperation.

April 30, 2008. Economy Ministry set moratorium on state development programs
Kyrgyz Ministry of Economy and Trade intends to impose moratorium on various state development programs, which are regularly proposed, Akylbek Japarov, the head of the ministry said during the seminar on state development strategy monitoring and evaluation today. The minister also recommended the Agriculture, Water and Processing Industry Ministry to adopt alcohol industry development program. "Kyrgyzstan is the only country in the world, where this branch is loss-making. Meanwhile, the ministry adopted a fishing development program," Japarov noted.

April 30, 2008. Investors allotted USD 300 mln for Aktau city project: Tourism Vice Minister
Vice Minister of Tourism and Sport of Kazakhstan Kairbek Uskenbayev informed of the work on breakthrough projects' realization in tourism industry during an internet-conference on the issues of small and medium business development on Monday, Kazinform reports. "Since 2007 Tourism and Sport Ministry of Kazakhstan works actively at realization of the breakthrough projects in tourism industry. General layout of Aktau city development is ready and investors are attracted. They have invested more than USD 300 mln into this project. Construction of the infrastructure and engineering communications has been already started," Kairbek Uskenbayev said. "General layout of Shchuchinsk-Borovoye resort area and engineering - communication works were started as well," Vice Minister added.

April 29, 2008—April 30, 2008. Water-energy consortium to be crated in Central Asia
A decision on creating a water-energy consortium in Central Asia is expected to be made in Bishkek, Kyrgyzstan at the end of April. Kyrgyzstan’s news agency 24kg reported that members of the Kyrgyz-Kazakh intergovernmental commission reached an agreement on this subject at a session that was held in Astana, Kazakhstan on April 16. The session considered the possibility of signing of an agreement on creating the consortium by Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The sides set concrete terms for solving this issue and planned to hold a meeting for making a final decision on this issue in Bishkek on April 29-30, the news agency said.

April 29, 2008—May 6, 2008. GDP growth rate reach 6.8% in second quarter of 2008
GDP growth rate is expected to reach 6.8% or 49.5 bln soms in the second quarter of 2008, the Ministry of Economy and Trade forecasted. Industry is expected to produce goods worth 37.1 mln som. Growth rate will make up 5.4%. Coal mining will increase by 74.4% to hit 64.4 mln som. This is 15.4 tons more than in the first quarter of 2008. Crude oil output is forecasted to surge by 2.9% (17.7 thousand tons) and natural gas output – by 21.1% (4.6 mln cubic meters).

International Monetary Fund (IMF) considers, that the authorities of Kazakhstan tackle properly and reasonably events, resulted from crisis on international capital markets. The representatives of the IMF mission declared during the meeting with minister of economy and budget planning Bakhyt Sultanov, agency reports with reference to the press service of the Ministry of economy and budget planning of Kazakhstan. "Perspectives of economy of Kazakhstan development were discussed, as well as issues of economic policy of the state, in particular, including development of banking sector development. IMF considers, that authorities of Kazakhstan properly and reasonably manage the events, linked with the crisis on international capital markets," the press service message runs, spread on Tuesday. "The IMF opinion on perspectives of Development of Kazakhstan in general coincides with the point of view of the Kazakhstani official sources.

"Kyrgyzstan has been an example of democratic transition in the region," said Marc Perrin de Brichambaut, the OSCE Secretary General during a one-day visit to Kyrgyzstan on April 26, 2008. OSCE Secretary General Marc Perrin de Brichambaut met Kyrgyz President Kurmanbek Bakiev to discuss the country's reform progress and ways to enhance co-operation with the Organization. Besides, the Secretary General met Parliament Speaker Adahan Madumarov, Foreign Minister Ednan Karabaev and Interior Minister Moldomusa Kongantiev, and held discussions with representatives of non-governmental organizations and political parties. "I am confident that the country will maintain its leading position in pursuing international standards of democratic development, respect for fundamental human, civil and political rights, especially freedom of assembly, speech and media, in accordance with international and OSCE commitments," said the Secretary General. "The OSCE Secretary General reassured that "the OSCE is ready to continue enhancing its work in response to the country's needs".

The International Monetary Fund and the World Economy and Finance Research Programme of the UK Economic and Social Research Council will hold a conference on international macro-finance at the IMF headquarters in Washington, DC, on April 24-25, 2008. It was announced today at the briefing by the Foreign ministry of Kazakhstan spokesman Erzhan Ashikbayev, agency reports. "During the meeting the parties will discuss the issue of custom union forming of Kazakhstan< Belorussia and Russia within the framework of the EurAsEC, as well as a number of other topical issues," E. Ashikbayev said. As it was informed before, the 39th session of the Integration committee of the EurAsEC will be held on April 23 in Moscow.

April 22, 2008. GDP growth hit 6.1% in January-March 2008
GDP surplus grew by 6.1% to 28,143 billion soms in January-March 2008, the National Statistics Committee reported. GDP surplus would hit 5.8% and reached 26,905 million soms if Kumtor Gold Mining Company were excluded. 2008 GDP growth rates are lower than in 2007, when the January-March GDP growth made 8.5 percent, without Kumtor indices.

April 21, 2008. Cabinet of Ministers sums up country’s development in 1Q 2008
Cabinet of Ministers of Uzbekistan held a session on 18 April to sum up the results of the country’s socioeconomic development in the first quarter of 2008. According to the statistics, growth of the GDP in the first three months of the year comprised 8.1%, industrial growth 10.6%, agricultural production increased 4.8%, construction works 5%, retail trade 12.7% and paid services 19.8%. Foreign trade turnover was growing at a stably high rate – 56.1%, mostly because of exports. The inflation level did not exceed the forecast.The volume of investments increased by 41% in the reporting period, including 56.8% of foreign direct investments.

April 21, 2008. EBRD speaks for creation of normal conditions for activity of investors in Tajikistan
State and prospects of further expansion of cooperation between Tajikistan and the European Bank for Reconstruction and Development (EBRD) were discussed on Monday at a meeting of President Emomali Rahmon within visiting EBRD delegation. Speaking to reporters after a meeting with the president, Mr. Gonzalo Ramos, representing Spain and Mexico, noted that the aim of their visit to Tajikistan is to know more about the present situation in Tajikistan in order that further strategy of the Bank would meet the country’s needs. According to him, they were also interested in president’s vision of what the EBRD could do for Tajikistan. The president and his economic team briefed us on this,” Mr. Ramos said. According to him, the EBRD last year funded nine projects for totaling $40 million aimed at microfinancing as well as supporting development of small and medium-sized enterprises (SMEs) and infrastructure in the country.

April 17, 2008. ‘Investment Guide of Uzbekistan’ Presented in Tashkent
The presentation of the “Investment guide of Uzbekistan” was held at the International Business Center (IBC) in Tashkent, the Narodnoye slovo newspaper reported. The Ministry of Foreign Economic Relations, Investment and Trade and the Chamber of Commerce and Industry of the Republic of Uzbekistan in cooperation with a number of international organizations prepared the Guide. The book contains information on social and economic development of the country for over the last years, economic and resource potential, business sphere and investment climate. Publication of the Investment Guide is one of the elements of complex strategy to attract foreign investments and will promote to create positive image of Uzbekistan in the world community. The participants of the event have said that profound work on creation favorable investment climate was underway in Uzbekistan. The GDP volume and other macro-economic indices rose for over the several years thanks to the attracted foreign investments. Thus, in 2007 the volume of the investments attracted in the framework of the State investment program alone grew by 43% and exceeded 1.3 billion dollars. Also, according to those who took floor at the presentation have said the “one window” policy to support investors and improvement of the customs administering, have served as prospects to further better the business sphere.
