State and prospects of further expansion of bilateral cooperation between Tajikistan and China were discussed at a meeting of Prime Minister Oqil Oqilov with Mr. Wang Sindiye (phonetically spelled), the head of the China New Era Company, that was held in Dushanbe on May 7, according to presidential press service. In the course of the talks, the two expressed satisfaction with increasing pace of expansion of mutually beneficial cooperation between the countries. Pointing out contribution China has made to development of Tajikistan's economy, the prime minister called on Chinese companies to establish closer cooperation with business circles in Tajikistan. For his part, Mr. Wang noted that his company had established cooperation with Tojikmatlubot (Tajikistan's association of consumers' cooperatives) in sectors like procurement, processing and sale of farm produce, etc.

The ministry of health and medical industry of Turkmenistan is to sign a contract with Turkish company Erku for the design and construction of a new recreation center for 500 people, a two-storey hotel, and a solarium for 300 people on the bank of Duzly lake in the Mollakara resort. A residential house with improved conveniences for 18 flats will be also built for staff. Turkmen President Gurbanguly Berdimuhamedov signed a decree to this effect "with a view to enlarging the Mollakara resort, further strengthening its material and technical base and enhancing its services to meet recreation needs of people in full."

An economic delegation of Russia's Irkutsk region, comprising representatives of the regional administration, Eastern Siberia's chamber of commerce and industry and businessmen, will arrive in Tajikistan on May 13, according to Tajikistan's Chamber of Commerce and Industry (CCI). The source at a CCI said that during its stay in Tajikistan, the Irkutsk delegation is scheduled to hold a number of talks with Tajik enterprises and organizations dealing with organization of external labor migration and building materials supplies to discuss cooperation issues. They will discuss relating to expanding commercial relations, delivering saw timbers to Tajikistan, sending Tajik labor migrants to Russia's Baikal and importing Tajik aluminum, the source said. The delegation will stay in Tajikistan until May 20. It is the second visit of the Irkutsk economic delegation to Tajikistan. For the first time, the Irkutsk delegation was in Tajikistan in 2003.

The Turkmen commodity and raw materials exchanged registered 33 contracts worth US $ 297,204 million last week, Turkmenbusiness.org website reports. Products of the petrochemical, construction and textile industries were in high demand at the exchange. Contract in foreign currency were made by German, Turkish, UAE, British, Iranian, Cypriot and British Virgin Islands businessmen for the purchase of hydrofined diesel oil, L-0.2-62 diesel oil, aviation kerosene and liquefied gas produced at the Turkmenbahshi complex of oil refineries. Singaporean businessmen purchased diesel oil produced at the Seyydi oil refinery.

Delegates of the National Economic Chamber “Atameken” headed by its chairman Azat Peruashev paid a visit to Vienna on April 19-22 on invitation of the Austrian Economic Chamber with the assistance of Kazakhstan’s Embassy in Austria, Chamber’s press service reports. From their Austrian colleagues the Kazakhstani businessmen drew necessary experience in establishment of the sectorial and regional entrepreneurial unions and their know-how in foreign trade promotion. The Vice President of the Austrian Economic Chamber introduced the representatives of “Atameneken” Chamber to the structure and principles of its work during their visit. In addition, Kazakhstan’s National Economic Chamber “Atameken” and Austria’s Economic Chamber reached an agreement of further interaction and cooperation while preparing for the Days of Kazakhstan’s Economy in Austria.

A Turkmen-Lithuanian business forum was held in Ashgabat on April 23 as part of the Lithuanian government delegation's visit to Turkmenistan. The delegation is led by Lithuania's prime minister Gediminas Kirkilas. Heads and officials of a number of state and business structures of the two countries attended the forum. The Lithuanian delegation consisted of managers of the country's leading organizations and companies, including PAROS, ORANDA, Baltvesta, Linas AGRO, TRANSKALIS and others. At the meeting, the sides exchanged views on the prospects for mutually beneficial partnership and specified its priority directions, the Turkmen State News Agency (TDH) reports. Lithuania's businessmen also made specific proposals for cooperation in the sphere of construction, food industry, agriculture, publishing, industry and transportation as well as health sector. Having supported the idea of expanding and diversifying the trade-economic cooperation and boosting trade between the two countries, the sides stressed the importance of continuation of the constructive dialogue.

On April 18, 2008 the Expert Council meeting of the Business Forum on sector-specific development at the Chamber of Commerce and Industry of Uzbekistan on theme: “Tourism sector of Uzbekistan: problems and perspectives” was held in the conference hall of the “Poytaht” hotel. The event was organized by the Project “Business Forum of Uzbekistan,”, which is the joint project of the Chamber of Commerce and Industry of the Republic of Uzbekistan (CCI) and UNDP Country Office in Uzbekistan. Tourism for many countries serves not only as a major source of inflow of export profits, but also as a pushing force for an economic growth. Thanks to both foreign and local tourists’ demand, development of many other sectors of the economy, agriculture and industry of services are also stimulated. It is well-known that Uzbekistan has the greatest tourism potential among other Central Asia countries. It possesses 9th place on the numbers of resort and historical destinations for tourism. However, it should be noted that in Uzbekistan there exists a case of underutilization of existing potential in comparison to other countries that have the same conditions for attracting tourists. In order to discuss the issues related to current situation within and with the development perspectives of the tourism sector of Uzbekistan the Expert Council meeting of the Business Form on sector-specific development at the Chamber of Commerce and Industry of Uzbekistan was held on April 18, 2008 in the conference hall of the “Poytaht” hotel.

Necessity of expansion of own industry was touched upon at a governmental session under the chairmanship of Prime Minister Karim Massimov, Kazinform reports. As earlier reported, on Wednesday Nursultan Nazarbayev had a meeting with members of the Cabinet to discuss the course of realization of the strategy for industrial and innovation development in the Republic of Kazakhstan until 2015. "The strategy's main goal is to create an alternative economy that will not depend on natural resources," the Head of the State noted. "We must focus on our reserves and own market's opportunities," Mr. Massimov said. The Premier also supported an idea on necessity to use opportunities of the government's defense order on a legislative basis. Prime Minister also touched upon railway sector problems. As is known, the Government supported an investment program of Kazakhstan Temir Zholy. "We let you increase tariffs. Their increase and development of the railway should stimulate development of Kazakhstan's contents," the PM noted.

Head of the state Nursultan Nazarbayev commissioned to make amendments to the Strategy of industrial-innovative development up to 2015. Such an errand was given by the president in the process of meeting with the leadership and members of the government, agency reports with the reference to the press-service of the head of the state. "The head of the state pointed to the certain weaknesses in the work on realization of the Strategy and commissioned to make necessary amendments," the press service message runs. "The government should effectively coordinate the work of state bodies on realization of the Strategy, systematize the work on realization of the Program of 30 corporative leaders," N. Nazarbayev stressed. The president emphasized that the main goal of the Strategy is to create an alternative, independent from natural resources economy. "It is an important goal of the economic development. The future of the country depends on it," N.Nazarbayev said. The president considers that the government and the institutes of development fulfill active work and there are already some fruitful results. For the five years of the Strategy realization only on the money from the development institutes' budget, there are more than 50 projects in processing industry are put into operation, and more than 25 thousand working places are created by new enterprises.

Ways to expand bilateral cooperation were a major topic of a meeting of Sharif Said, the head of Tajikistan’s Chamber of Commerce and Industry (CCI), with visiting deputy governor of the Kashgar district of China’s Xinjiang-Uighur Autonomous Region (XUAR), Temour Mamad, that was held in Dushanbe on April 15, Tajik CCI’s press service said. Tursun Yasin, the head of Kashgar’s CCI, also attended the meeting that focused on issues related to holding an exhibition of Kashgar goods in Dushanbe this summer. During the meeting, the Kashgar deputy governor handed invitations for Tajik entrepreneurs to attend the Kashgar International Trade Exhibition that will open on June 28 this year. During its stay in Tajikistan, the Kashgar delegation is scheduled to visit Khorog, Gorno Badakhshan and Qurghon Teppa, Khatlon province to hold talks with local authorities, according to CCI’s press service.

Enterprise Management Development Centre at the Chamber of Commerce in cooperation with the Office of British Council Uzbekistan and in assistance of the UNDP project “Business Forum of Uzbekistan” organized two-days seminar-training on theme: “The business improvement program”, which took place on 2-3 of April, 2008 in the conference-hall of “Dedeman Silk Road Tashkent” hotel. Enterprise Management Development Centre (EMD Centre) at the Chamber of Commerce and Industry of Uzbekistan (CCI RUz) was established in cooperation with ITC UNCTAD/WTO and UNDP’s project “Business Forum of Uzbekistan”. The aim of establishing EMD Centre was to create favorable environment for increasing the qualifications of national managers. One of the main directions of the Centre is establishing partnership relations with leading foreign educational organizations and inviting them to conduct short seminar-trainings. One of those initiatives was the past seminar-training for the representatives of Uzbekistan’s business circles. Seminar was organized with the aim of increasing the skills of leadership and entrepreneurship of the Uzbekistan SME representatives, assisting potential Uzbek businessmen in creating and improving private business, improving and increasing the profitability of on-going projects. Seminar-training has covering such aspects of doing business as: aptitude and knowledge of doing business; diagnostic approach to the company management; marketing researches; developing a business plan; advertisement; effective sales; attracting and serving the clients; financial management and budget planning; making negotiations; personnel recruitment and motivation; business promotion; strategic management and many more. The seminar-training was facilitated by a high-qualified trainer – Mr. Stuart Mitchell, owner of the “Stuart Mitchell and Co Ltd.” Company (Great Britain), which is involved in the sphere of education and developing software for more than 18 years. He has been also a founder of Business education consortium at the University of Surrey for the last 12 years. Mr. Stuart is a high-qualified specialist and has a long standing experience in conducting short-term seminar-trainings on management for many leading companies and international organizations. The European Union offers Kyrgyzstan 44mln U.S. dollars to implement EU Strategy for Central Asia, EU representative in Ashgabat (Turkmenistan) said at the meeting with the Minister of Foreign Affairs Ednan Karbaev yesterday, April 9. The parties discussed implementation stages of the strategy, in particular in domains of human rights, democratization, education, economy development, trade, investment, transport, water resources management, ecology and cross-boundary issues, the press service of the Foreign Affairs Ministry reported.

Web Media Services, one of the largest Russian independent satellite operators, will participate in joint programs to develop telecommunication infrastructure in Uzbekistan. The company, which provides services under the HeliosNet brand, plans to invest up to USD 20 million in the Uzbek economy during three years. The announcement was made at the seminar in Tashkent organized by the Commerce and Industry Chamber of Uzbekistan and Web Media Services. HeliosNet provides services related to organizing corporate networks, IP telephony, videoconferencing, distance education and high-speed internet access.

European Commissioner for External Relations and European Neighborhood Policy, Mrs. Benita Ferrero-Waldner, yesterday met with President Emomali Rahmon to discuss cooperation issues. Speaking to reporters after a meeting with President Rahmon, Mrs. Benita Ferrero-Waldner noted that the European Union (EU) had worked out a new regional cooperation strategy for Central Asia. Besides, bilateral cooperation has been established with each of the countries in the region. On aid provided by the EU to Tajikistan, Commissioner Benita Ferrero-Waldner said that the EU has earmarked 66 million euros for assistance programs in Tajikistan between 2007 and 2010. They will focus on health, education, tackling poverty, promoting economic reforms including the development of the private sector with a view to boosting Tajikistan's economic development. Noting that besides the head of state she also held talks with Foreign Minister Hamrokhon Zarifi and Economic Development and Trade Minister Ghulomjon Bobozoda, Mrs. Benita Ferrero-Waldner noted that she had assured them of the EU’s further support for the country. According to her, they discussed a joint document on priorities of cooperation and after signing and ratification of the document relations will strengthen more. The EC Commissioner outlined social sphere, support for enhancement of financial system, private sector, information system, health sector and food security in the country as main directions of relations between Tajikistan and the European Union. She added that assistance to effective border management in the country, especially along Tajik-Afghan border will remain a priority and further cooperation in this area is envisaged. Mrs. Benita Ferrero-Waldner said that the EU Border Management Program in Central Asia (BOMCA) will promote strengthening of the border control. Asked about cooperation in agrarian sector, Commissioner Ferrero-Waldner noted the EU’s position on giving farmer freedom of choice of agricultural crops. On the energy cooperation, she noted that the possibility of participation in construction of small hydropower plants in Tajikistan, while the main player in construction of large hydroelectric power stations (HPS) is the World Bank. Mrs. Ferrero-Waldner also pointed to the necessity of rehabilitating existing capacities.

Modern agricultural practices have exhausted land and water resources, squelched diversity and left poor people vulnerable to high food prices, even though they are also highly productive, according to a report announced by the United Nations scientific agency today. “Business as usual is no longer an option,” states the International Assessment of Agricultural Science and Technology for Development (IAASTD), which will be formally launched on 15 April by the UN Educational, Scientific and Cultural Organization (UNESCO). The report’s authors recommend that agricultural science place greater emphasis on safeguarding natural resources and on ‘agro-ecological’ practices, including the use of natural fertilizers, traditional seeds and intensified natural practices, and reducing the distance between production and the consumer. The need for action is urgent, the report says, because many poor people are now reliant on the global food market, where soybean and wheat prices have increased by 87 per cent and 130 per cent respectively in the last year. Global grain stores are today at their lowest level on record and prices of staple foods such as rice, maize and wheat are expected to continue to rise because of increased demand, especially in China and India, and because of the alternative use of maize and soybeans for bio-fuels. In addition, the report states that 35 per cent of the Earth’s severely degraded land has been damaged by agricultural activities. UNESCO says that the IAASTD report is the result of three years of cooperation between nearly 400 scientists, the governments of developed and developing countries, and representatives of civil society and the private sector. Its conclusions will be presented for approval to the plenary session of the IAASTD intergovernmental panel that will gather from 7 to 12 April in Johannesburg, South Africa. It will then be launched simultaneously in several cities, including Washington D.C., London and Nairobi.

The state commodity and raw materials exchange of Turkmenistan registered 34 contracts last week, the Turkmenbusiness.org website reports. The total value of contracts concluded in hard currency was US $ 160,456 million. The products turned out by the Turkmenbashi complex of oil refineries were traditionally in high demand. In particular, Swiss businessmen bought KO-20 lamp oil and KT-2 technical kerosene, while the UAE and Singaporean businessmen bought A-92 and A-80 gasoline, and the Virgin Island businessmen bought L-0,2-62 diesel oil. Austrian and Iranian businessmen bought K-354 technical carbon and polypropylene sacks. Russian, Ukrainian, UAE and Turkish businessmen bought cotton yarn, jacquard and dyed bath towels, terry robes, as well as mattress and sewing cotton wool. With the national currency on deposit worth 63,052 billion Swiss, Mauritian, Iranian, Pakistani, French, Turkish, Kyrgyz and US businessmen bought grey fabric, cotton yarn, refined cotton-seed oil, purified waste of cotton-spinning and laundry soap.

The ministry of oil and gas industry and mineral resources of Turkmenistan and the ministry of oil and natural gas of the Republic of India signed a memorandum of understanding on cooperation in the oil and gas sector. The signing ceremony took place in Ashgabat on April 5 on conclusion of negotiations between Turkmen President Gurbanguly Berdimuhamedov and Indian Vice President, Chairman of the Upper House of the Indian Parliament Hamid Ansari who arrived in the Turkmen capital at the head of a high-profile delegation.
According to a report by the Turkmen State News Agency (TDH), the development of effective cooperation in the fuel-energy sector was paid particular attention during the talks. Gurbanguly Berdimuhamedov invited Indian partners to join such important international project as the construction of the Turkmenistan - Afghanistan - Pakistan - India gas pipeline. Hamid Ansari, in turn, expressed sincere gratitude to Turkmenistan for supporting India who wished to join this important project.
The Indian Vice-President said Indian big companies expressed willingness to establish closer cooperation with Turkmenistan. The sides highlighted agriculture, textile and pharmaceutical industries as promising areas of cooperation. The sides spoke in favor of boosting cooperation in the humanitarian sphere, in particular in education and science as well as in information technologies.
As the Turkmenistan.ru correspondent reports from Ashgabat, the Turkmen president's official visit to India has been scheduled for the near future.

The first Resource Center for Development of Business Skills of Tajik Scientific Community is expected to be official opened at the Academy of Sciences on April 9.
The source at the Academy of Sciences said that the resource center had been set up under support of the International Scientific-Technical Center (ISTC) and the Dushanbe resource center will be the seventh in a series of similar centers opened by ISTC in Russia and the CIS states.
“The resource center will not only provide researchers and experts with computers and conduct additional seminars and trainings but also will give them an opportunity to take a multimedia training on working out business-plans, business administration and negotiations conducting,” the source said.
