May 13, 2008. Makhtumkuli Fragi international scientific conference opens in Ashgabat
An international conference dedicated to the course of life and poetical heritage of Makhtumkuli Fragi, outstanding Turkmen poet-philosopher whose 275th birthday is marked this year, opened in Ashgabat on May 12. May 13, 2008. Issues of setting up SCO Inter-parliamentary Assembly in Cholponata discussed in Bishkek
A regular meeting of SCO Club under the presidency of speaker of Kyrgyzstan's parliament Adahan Madumarov took place in the state residence's congress hall, the parliament's press service reported. Vice-speaker of the parliament Ch.Baekova, foreign minister of Kyrgyzstan E.Karabaev, deputies E.Arsaliev, A.Arabaev, Z.Kurmanov, L.Sydykova, ambassadors of Russia, China, Kazakhstan, Tajikistan and Uzbekistan attended the meeting. The event was the informal meeting of the heads of diplomatic representations of SCO member-states with the parliament's leadership and committees. Participants of the meeting exchanged on wide-range issues of cooperation between the member-states and discussed the ways of implementing the Kyrgyz side's initiative on setting up SCO Inter-parliamentary Assembly with its headquarters in Cholponata town.

May 12, 2008. UWED Legal Clinic holds competition among students
Legal Clinic under the University of World Economy and Diplomacy (UWED) launched a team competition among its students on civil processes on 11 May 2008. The competition will be held in three stages. Six teams are taking part in the first stage and four teams will qualify to the next stage. Two winners of the semi-finals will participate in the final of the contest. The contest aimed at development of skills of Legal Clinic students on civil processes, including preparation of documents for courts, collection and presentation of evidences, presentation skills, adhering to legal procedures and existing legislation.

May 12, 2008. Astana to host II Eurasian Women's Summit
II Eurasian Women Summit is to be held in Astana on June 25-26. The event is organized by Kazakhstan Businesswomen's Association under the support of Kazakh Culture and Information Ministry, Kazinform refers to the Association. April 25, 2008. EERC Research Grant Competition - Spring 2008 Round
Economics education and research consortium (EERC) is pleased to announce the Spring 2008 round of Economics Research Grant Competition. The goal of the competition is to support policy relevant research projects under five priority research areas. Grants in the amount of up to $14,000 are provided for up to 18 months of work. Research proposals can be submitted by individuals or small teams of CIS researchers. Young researchers and researchers based in the periphery may be offered smaller-scale development grants (up to $2,000) and training opportunities. The deadline for applications is April 25, 2008.

April 17, 2008—April 18, 2008. London to host conference on Turkmen oil and gas sector
An international energy forum on the oil and gas sector of Turkmenistan will be held in London, April 17-18. On President Gurbanguly Berdimuhammedov's instructions the Turkmen government delegation will visit the British capital to participate in the conference. The Turkmen representatives will hold talks with the British counterparts and familiarize with the operation of drilling rigs in the North Sea.

April 15, 2008. Stella octangula to embellish Turkmenistan's new TV tower
A huge stella octangula of Oguz Khan covered with stain glass windows is said to be the main decoration of a new TV tower in Ashgabat. The color spectrum of windows will change according to the day hour. It is expected that stella lights will be seen from any place of Ashgabat in the day time. The TV tower will be erected on top of the Kopetdag hill in the place called Gindivar in the southeast of Ashgabat where the Health Path is running. The TV tower picture was printed in Turkmen newspapers last week, the Turkmenistan.ru correspondent reports from Ashgabat. It is reported that electric eyes will be installed in between the tower windows to transform solar energy into electric power that will be accumulated for indoor and outdoor illumination of the facility. The TV tower design provides for viewing areas as well as revolving restaurants. It should be recalled that the ministry of communication of Turkmenistan signed a contract this month with Turkish Polimeks company for the construction of a 211 m high TV tower. The Euro 136,9 million facility should be commissioned in October 2011.

April 14, 2008. ADB executive director visiting Uzbekistan.
Executive director of the Asian Development Bank Kyung-Ho Kim is on a visit in Uzbekistan. While in Tashkent, the ADB official held talks in the number of ministries and departments of Uzbekistan. At the negotiations with the vice-chairman of board of the National Bank of Uzbekistan Batyr Nurullayev, the sides considered perspectives of relations between the country and the bank, including implementation of new joint projects. The ADB has invested in various socioeconomic spheres in Uzbekistan since 1995, supporting the reforms in the country. In March 2006, the bank approved the strategy and cooperation program for Uzbekistan for the years 2006-2010.

April 11, 2008. Role of private employment agencies in management of labor migration to be discussed in Dushanbe
A two-day regional seminar formally titled “Private Employment Agencies: Role; Management; Regulation; and Activity” will be held in Dushanbe on April 15-16. The seminar, organized by the International Organization for Migration (IOM) and the International Labor Organization (ILO), aims to consider issues related to capacity and role of private employment agencies in management of labor migration and development of effective forms of regulation of the labor migration processes and law enforcement practice on the part of state, according to the IOM Dushanbe Office. The seminar is conducted as part of the labor Migration in Central Asia project under financial support of the European Union. The seminar participants include representatives from government bodies, social partners, private employment agencies, and international organizations. “The event, organized in cooperation with Private Employment Agencies’ Association, will include additional two-day training for the agencies and all interested organizations,” the source at the IOM Dushanbe Office said.

April 10, 2008. Tajikistan’s GDP expected to rise only 4.1% this year: IMF report
Tajikistan’s gross domestic product (GDP) is expected to rise only 4.1 percent in 2008 and 7 percent in 2009, according to the International Monetary Fund’s (IMF) report released in Washington yesterday, according to PRIME-TASS. Azerbaijan with an 18.6% growth for 2008 and a15.5% growth for 2009 tops CIS, and it is followed by Armenia with a 10% and an 8% growth respectively.  Georgia with a 9% GDP growth both for 2008 and 2009 is also among the top three. In Kyrgyzstan, GDP is expected to rise 7 percent in 2008 and 6.5 percent in 2009, and Uzbekistan’s GDP growth will rise 8 percent in 2008 and 7.5 percent in 2009. In the meantime, the IMF says in its latest World Economic Outlook (WEO) that global growth will decelerate in 2008, led by a sharp slowdown in the United States, amid a housing correction and a financial crisis that has quickly spread from the U.S. subprime sector to core parts of the financial system.  Citing the unfolding financial market turmoil as the biggest downside risk to the global economy, the April 2008 report said the IMF expects world growth to slow to 3.7 percent in 2008—0.5 percentage point lower than what was forecast in the January 2008 World Economic Outlook.  Further, world growth would achieve little pickup in 2009, and there is a 25 percent chance that the global economy will record 3 percent or less growth in 2008 and 2009, equivalent to a global recession.

The EU Troika will meet its Central Asian Counterparts on 9 and 10 April in Ashgabat, Turkmenistan to continue developing the new partnership between the EU and Central Asia. This is the third time the EU has met the Foreign Ministers of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in a joint meeting, which will be followed by individual troika meetings with each country.
