In line with the President's instruction, Kazakh Government has adopted a decision on creation of 20 intellectual schools of the 1st President in Kazakhstan. As Education and Science Minister Zhanseit Tuimebayev informed, the schools will be managed by a state-run Orken JSC that is being established at present. A draft decree on establishment of the Orken JSC with KZT 1.3 bln charter capital was approved at a governmental sitting. "The project is to be realized in 3 years," the Minister said. The schools will have quite new curriculum in accordance with the world educational standards. Graduates of intellectual schools will have an opportunity to enter any foreign university.

The 42nd international Mendeleyev chemistry Olympiad among schoolchildren opened in Tashkent on 29 April. Teams from Uzbekistan, Russia, Ukraine, Kazakhstan, Turkmenistan, Kyrgyzstan, Tajikistan, Belarus, Azerbaijan, Armenia, Latvia, Estonia, Moldova, Romania and Bulgaria are participating in the event. Deputy Prime Minister of Uzbekistan R.Kasimov attended the opening ceremony of the Olympiad. The participants will demonstrate both their theoretical knowledge and practical skills in the field of chemistry. Since 1997, representatives from Uzbekistan have won seven medals at the Olympiad. This is the first time Uzbekistan is hosting the international event. Uzbek team members were chosen amongst the students of academic lyceums and professional colleges all over the country based on the results of evaluation exams.

Senior officials of education ministries of Tajikistan and Russian met in Dushanbe on April 25 to discuss cooperation issues. The source at the Tajik Ministry of Education (MoE) said that the meeting participants, in particular discussed opening of branches of Moscow State University (MGU), St. Petersburg State Mining Institute (SPGGI) and Moscow Energy Institute (MEI) in Tajikistan. Tajik and Russian education officials reached an agreement to set up an inter-departmental commission for more detailed discussion of that issue, working out financial-economic mechanisms and laying legal foundation of the establishment of Russian universities’ branches in the country, the source said. The sides considered it expedient to define the list of the most topical issues for exchanging views and working plan of joint actions before June 1, 2008. The meeting also discussed issues related to establishment of the MGU’s preliminary courses, the source said.

The students of the Higher School of Business (HSB) under the Academy of State and Social Construction under the President of the Republic of Uzbekistan got acquainted with the activity of the Asian Development Bank. Mr.Kiyoshi Taniguchi, country economist at ADB Uzbekistan Resident Mission, presented the Asian Development Bank (ADB) and its activities, including in Uzbekistan. ADB is dedicated to poverty reduction in Asia and the Pacific, a region that is home to two thirds of the world’s poor. Established in 1966 and headquartered in Manila, ADB is owned and financed by its 67 member countries, of which 48 are from the region and 19 are from other parts of the globe. It contributes low interest loans, guarantees, grants, private sector investments, and knowledge and advice to help build infrastructure and improve essential services such as health and education to boost quality of life, particularly for the nearly 1.9 billion people in the region still living on US$2 or less a day. ADB’s focus is on encouraging economic growth, social development, and good governance, while promoting regional cooperation and integration in partnership with governments, the private sector, and nongovernment and international organizations.

An international action called "The biggest lesson in the world. Every child has the right for education" was held at Rukhanama special school. The event was organized by the ministry of education of Turkmenistan and UNICEF. The action is part of the Global Action Week on Education for All which has been held in Turkmenistan for the first time. It will continue until April 27, the Turkmenistan.ru correspondent reports from Ashgabat. A best essay contest among pupils of the 8th and 9th form was also held within the framework of the week. Other than this, the education week programme also included the best poster contest, exhibition of children's drawings and sport competitions. All participants and winners of contests received gifts and encouragement prizes.

OSCE Center in Dushanbe, jointly with the Dushanbe NGO Child Rights Center and representatives of several international organizations participated in the inauguration of an OSCE-funded addition to the Youth Centre located in Dushanbe’s Sino district. Ms. Rukhshona Nazhmidinova, Senior Press and Public Information Assistant, OSCE Center in Dushanbe, said that the newly refurbished part of the Youth Centre will now house a conference room, which also serves as a library for the youth, a modest exercise facilities room along with showers, and a barber-shop instruction room for interested youth.
Funding for renovation of two youth centers in Sino and Firdavsi districts were allocated by OSCE for the juvenile justice alternatives projects, a justice policy being taken up by the Government of Tajikistan.

A roundtable on Prospects of development of “Bolashak” program, as an instrument of positioning Kazakhstan in the international educational arena was held in the Education Ministry under the chairmanship of acting Minister Farhad Kuanganov, Kazinform correspondent reports. Deputies of the Majilis of the Kazakh Parliament, President of Centre for international programs JSC Aida Sagintayeva, graduates of the “Bolashak” program took part in the work of the roundtable. The participants discussed issues of modernization of the international scholarship raised by Kazakh President Nursultan Nazarbayev at the forum of “Bolashak” graduates. “1036 people have become graduates of the program, 2 348 scholarship holders continue studying in 25 countries of the world for today,” Mr.Kuanganov said. “Our society rests great responsibility on the scholarship holders and those who manage the program. And “Centre for international programs” JSC copes with this task successfully,” F. Kuanganov noted.

A group of specialists from a number of US universities have conducted a series of workshops on civic education and project planning for Kulob students on April 21-22. Speaking in an interview with Asia-Plus, Ms. Marlene Ginsberg, the vice-president of the NGO Legacy International for professional programs, said that the workshops in Central Asia are part of a two-year project, sponsored by the US Department of State, Bureau of Educational and Cultural Affairs, through a grant provided to Legacy International. According to her, the International University of Kyrgyzstan, Kazakhstan’s National Teachers’ Training University named after Abai and Tajikistan’s State Teachers’ Training University named after Sadriddin Ayni are partners of Legacy International. Ane Turner Johnson, specialists in studying educational leadership and policy at Polytechnic Institute and State University of Virginia, Darren W. Minarik, project coordinator, the Center for Training and Technical Assistance at Redford University, and Afeefa Syeed, who holds a Masters Degree in Applied Anthropology with a focus on Community and Grassroots Development, arrived in Kulob to conduct the seminars. A ceremony of an official opening of the second building of the orphanage Chorbogh, which is house for children with intellectual disabilities, was held in the Varzob district today morning. Speaking at an inaugurating ceremony, President Emomali Rahmon noted that the government will take care of disabled children. Reminding that 3,500 disable children currently study and undergo treatment at special boarding schools of the Ministry of Labor and Social Protection (MLSP), the president noted that some 2,300 of them are children with intellectual disabilities. “Over the past three years, the budget has annually provided 3,700 somonis, 4,400 somonis and 5,800 somonis respectively per one inmate in such facilities,” the president said. In 2007 alone, the country’s budget allocated totaling 6.8 million somonis for keeping such facilities, which is 34 percent than in the previous year, Rahmon said. “Besides, 3.2 million somonis were allocated last year for a number of social facilities located in Vahdat, Baljuvon and Chorbogh,” the head of state noted. He noted that the second building will be house for 100 children. He added that the third and the fourth buildings of the orphanage with boiler houses and other necessary facilities should be constructed within the next two years, and the government is allocating 8.5 million for this. “It will be the republican center for rehabilitation of children,” the president said, underlining the importance of assistance provided by the Government of Turkey in construction of the second building.

UNDP project UzSciNet and Ferghana Brand Info LLC partnered with local entrepreneurs and staff of children’s homes to integrate orphans and children with disabilities into society through providing them with computer lessons. In December 2007, UzSciNet project and Ferghana Brand Info LLC, which runs own Internet Center, launched a project “New Year Literacy”. Within the project, orphans and children with disabilities from Ferghana-based children’s homes and special schools for children with disabilities participated in training on computer literacy and charity action during December-January. During the winter holidays, about fifteen volunteers of Ferghana Brand Info LLC organized New Year celebrations for 140 inmates of three children’s homes. Local businesses and farmers provided various presents to children. Children also attended in New Year play and searched for computer, which was stolen by robbers. They should answer to question to return stolen computer. The project also allowed 50 children from children’s homes to gain knowledge on computer basics and Internet. Children learnt to create, save, edit and print documents, as well as use Internet for search of information and send emails. This project “New Year Literacy” gave impetus to further cooperation with children’s homes of Ferghana city and over ten staff members of children’s houses took part in computer and Internet literacy courses in February and March. On 5 March, trainers of Internet Center conducted three hour training for 16 children on preparation of picture-card dedicated to 8 March, International Women’s Day. They prepared design and text of picture cards and draw them on computer. After that they print picture-cards to congratulate all female workers of children’s home. UzSciNet project and Ferghana Brand Info LLC are continuing to teach orphans and children with disabilities. Each Wednesday, Internet Center of Ferghana Brand Info LLC welcomes them to trainings. It is planned that the partners will several events dedicated to 1 June, International Children’s Day.

The traditional International Scientific Conference for undergraduate and postgraduate students and young scientists Lomonosov-2008 will take place on April 8-12 at the Lomonosov Moscow State University. The United Nations Development Programme (UNDP) released the Annual National Human Development Report, titled “Education in Uzbekistan: matching supply and demand”. This year’s report on human development in Uzbekistan focuses on education – one of the key parameters making an essence of human being and human development. Consisting of four chapters, the report analyses the general trends of human development in Uzbekistan and correlation of scholarship index with other human development indicators. The authors of the report have paid special attention to research of the state of education in Uzbekistan, comparing to the rest of the world. Communication between education and human development has also been consistently analysed and attention aimed towards the present condition of economy and social policy of the Government.
