April 17, 2008—April 18, 2008. Spanish Ombudsman Sees Senate Head Amid Visit to Uzbekistan
The delegation of Ombudsman of the Kingdom of Spain led by Enrique Mugica Herzog is visiting Uzbekistan, the national newspapers reported. On April 16 the members of delegation met with the Chairman of Senate of Oliy Majlis of the Republic of Uzbekistan Ilgizar Sabirov, the reports have said. At the Senate talks the sides have said that the relations between Uzbekistan and Spain were developing in all spheres, and particularly, the ties between the parliaments and Ombudsmen were on the rise. The Spanish delegation is also reported to have learnt about the work of the Upper Chamber of the Uzbek national parliament. “The abolishment of death penalty in Uzbekistan from January 1, 2008 and delegating to courts the right to issue arrest warrants have become as an important step on the way to democratize country,” – Mr. Herzog has said. Also, during the talks the sides have agreed on expanding the ties between parliaments and offices of Ombudsman, according to the newspapers.

April 15, 2008. Political parties development support project presented in Khatlon
A project for supporting development of political parties was presented in Qurghon Teppa, the capital of Khatlon province yesterday. The project is being implemented by NGO Rushd under financial support of the European Union and the British Embassy in Dushanbe. Speaking in an interview with Asia-plus, the Rushd head Yusuf Mahmadov said that the objective of the project is to prepare observers fro political parties for monitoring elections. According to him, they are conducting three-day seminars and “analysis of situation in political parties’ organizations in Khatlon will be conducted during three months.”  “The analysis is covering six categories of people, including former observers, members of political parties, and members of electoral commissions,” said Mahmadov.  “The results will be published in brochures in three languages.” Speaking at a presentation ceremony, Nazrullo Barfiyev, representative from the Central Commission for Elections and Referenda (CCER), noted that the project will allow solving a number of problems and removing some misunderstandings that occur during elections.  “Political parties should participate actively in elections; however, the previous elections have shown that observers from political parties are not quite aware of their rights, and therefore they could not show their worth properly.” In the meantime, Qalandar Sadruddinov, the head of the regional organization of the Islamic Revival Party (IRPT) for Khatlon, noted that “the fate of the previous election had been decided beforehand and therefore observers had not been able to participate actively.”

April 14, 2008. Over 7bln soms allotted for Osh development
Over 7bln soms will be allotted for Osh city development, Akylbek Japarov, Kyrgyz Minister of Economic Development and Trade said at the presentation of a complex program on the “southern capital” development. The program evolves 59 investment projects to be realized within 3 years.  Eight projects are aimed at industry development, 16 at business, 12 at social sphere, 3 at transport, 9 at housing and area and 4 at natural disaster control.

April 11, 2008. UWED Legal Clinic provides training on labour rights to college graduates
Clinicians of Legal Clinic under the University of World Economy and Diplomacy (UWED) carried out training for graduates of Tashkent Polytechnical College on 10 April. The training was directed at raising awareness of graduates on their labour rights. The training was organized by UNDP project “Legal Aid and Legal Literacy for Better Access to Justice”. The project is directed at improving access to justice for people who cannot afford or have limited access to legal services, including women, children, the poor, the elderly and people with disabilities and increasing quality of legal services through training of law students. Clinicians of Legal Clinic with legal specialists and experts prepared this event, which was aimed at raising legal awareness of youth in labour rights. The topic was selected based on the fact that graduates do not have information on order, rights and obligations employees. Over 30 students attended the training, which provided information on legislation on employment, rights and obligations of employees and employers, signing of contract and other issues. Clinicians answered to various questions of attendees.

March 7, 2008. Problems of labour migration in Central Asia will be discussed in Bishkek
The representatives of parliaments and governments from Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan will gather in Bishkek to discuss problems of labour migration in Central Asian region. Inter-parliamentary and inter-governmental meeting of representatives of Central Asia’s countries and Russian Federation is scheduled for 11-12 March. The event will take place within the framework of project on labour migration, financed by European Union.

President of the Republic of Uzbekistan Islam Karimov signed a Resolution on State Program “Year of Youth”. The program approved by the resolution envisages a complex of measures for timely solution of problems in protection of interests and rights of the youth, deepening educational reforms, ensuring employment of graduates of educational establishments. In particular, the state document aims at improvement of the corresponding legislation and the system of education and personnel training, forming strong views and healthy lifestyle attitude among the young people, solving the employment issues, identifying and developing talents, as well as moral and material support of the young families.

December 24, 2007. Turnout of voters at the presidential election in Uzbekistan made up 90,6%
90.6% of eligible voters cast their ballots at the election of the President of Uzbekistan on Sunday, chairman of the Central Election Commission Mirzo-Ulugbek Abdusalomov told journalists in Tashkent. The voting closed at 8 p.m. local time on all voting stations. According to the preliminary data, 14,765,444 voters participated in the presidential elections, which were held in compliance with the national laws and international standards.

December 7, 2007. Seminar in Tashkent discusses implementation of the UN recommendations on human rights
National Human Rights Center of Uzbekistan with support of the United Nations Development Programme (UNDP) Country Office in Uzbekistan organized a seminar-training entitled "Realization of national action plans on implementation of UN treaty bodies' recommendations on human rights", devoted to Human Rights Day, which is marked on 10 December. Over 40 representatives of state bodies, law enforcement agencies, and local administrations, Uzbekistan Bar Association, Uzbekistan Judges Association and other NGOs participated in the work of the seminar. The participants of the events have considered issues on the role of Ombudsman, parliament, Women's Committee and other organizations in implementation of the UN treat bodies' recommendations on human rights, problems of preparation and realization of national action plans based on these recommendations and others.

December 6, 2007. UNDP, OSCE organize conference dedicated to International Human Rights Day
A conference dedicated to International Human Rights Day, which is marked on December 10, will be held in Dushanbe on December 7. The event, organized by the UNDP CO Tajikistan, the OSCE Center in Dushanbe and Office the UN High Commissioner for Human Rights, is expected to bring together more than 80 persons, including representatives from parliament, president’s office, ministries and organizations, as well as NGOs and international organizations active in Tajikistan. The conference aims to discuss issues related to creation of the institution of ombudsman, a progress of implementation of the legal reform program, and fulfillment by Tajikistan of its obligations on human rights matters.

November 22, 2007. UNDP facilitates discussion of new law on the children’s rights
The parliamentarians and the members of the government of Uzbekistan, representatives of international organizations and NGOs discussed the issues on protection of the rights of the children in Uzbekistan at UNDP-backed workshop. The participants of the workshop discussed issues on the development of the Law “On Guarantees of the Child’s rights”, implementation of the UN Convention on the Rights of the Child and other issues, related to the topic. It was noted that the development of the new law on the protection of the children’s rights shows commitment of Uzbekistan to the implementation of its international conventions, in particular of the UN Convention on the Rights of the Child.

November 1, 2007. Fellowships at the National Endowment for Democracy
The National Endowment for Democracy (NED) invites applications to its Reagan-Fascell Democracy Fellows Program. Established in 2001 to enable democracy practitioners and scholars from around the world to deepen their understanding of democracy and enhance their ability to promote democratic change, the program is based at NED's International Forum for Democratic Studies, in Washington, D.C. The fellows program is intended primarily to support practitioners and scholars from new and aspiring democracies. Distinguished scholars from the United States and other established democracies are also eligible to apply. Practitioners are expected to have substantial experience working to promote democracy. Scholars are expected to have a doctorate, or academic equivalent, at the time of application. The program is not designed to pay for professional training or to support students working toward a degree. A working knowledge of English is an important prerequisite for participation in the program. Applications for fellowships in 2008-2009 must be received no later than November 1, 2007. Notification of the competition outcome is in April 2008.

November 1, 2007. OSCE Central Asia conference opens in Dushanbe to discuss media self-regulation mechanisms
A group of Central Asian journalists and representatives of governments, civil society and the state and private media sector have gathered in Dushanbe for a two-day conference that opened in Dushanbe today to discuss the challenges of developing media self-regulation mechanisms in the region. The 9th Central Asia Media Conference, organized by the OSCE Representative on Freedom of the Media and the OSCE Centre in Dushanbe, aims to increase the understanding of the role of mechanisms that help balance the rights and responsibilities of editors and journalists. In Central Asia, such media self-regulation is already being promoted and recognized by some journalists and governments as a regulatory alternative, solving complaints fair and effectively, without being oppressive. A discussion of the components of self-regulation mechanisms, as well as assessing the needs and challenges will contribute to an increase in the understanding of the role of such mechanisms and will help to increase media freedom in Central Asia. The conference is considering the following themes introducing media self-regulation: balancing rights and responsibility in the media; developing media self-regulation in Central Asia: needs and prospects; and latest developments for the media in Central Asia.

October 23, 2007. Bishkek hosts international forum of ombudsmen and national institutions on human rights
The second Issykkul forum of ombudsmen and national institutions on human rights started in Bishkek. Ombudsmen from Pakistan, Iran, Malaysia, Thailand, Moldova, Russia, Ukraine, Azerbaijan, Georgia, Tatarstan and other countries are taking part in it. Participants of the forum have already got acquainted with the work of the Ombudsman Institute of Kyrgyzstan and on October 23 they will tour to Issykkul. During the forum human rights campaigners will discuss problems of control of observation of human rights in countries of transition period, independence of ombudsman as a factor of protection of human rights and freedoms, role of national institutions on human rights and others issues.

October 22, 2007. ILO/UNDP projects on combating human trafficking and managing labor migration were presented in Tajik capital
Two projects on combating human trafficking and managing labor migrations were presented by the International Labor Organization (ILO) and UNDP CO in Dushanbe. The project entitled “Stable Partnership as Toll to Provide Efficient Management of Manpower in Russia, Caucasus and Central Asia” is designed for labor migrants and their families, national governments and trade unions. The main objective of the project is to promote national and regional dialogue among social partners on issues related to more efficient and fair norms of management of migration flows. The next project formally titled “Development of Local Communities through Creation of Jobs and Improvement of Migration Management System” is being implemented in Rasht Valley. The project is aimed at combating human trafficking from Tajikistan through improvement of the employment policy.

September 28, 2007. Senate holds seminar on enhancement of social protection system
The Senate Committee for Science, Education, Culture and Sport held a seminar on protection of human interests and improvement of the social protection system. During the seminar it was noted that since independence, the Government of Uzbekistan has pursued a strong policy of social protection aimed at consistent and targeted raising of the income levels and improvement of the livelihood of people, and provision of addressed social support to the most vulnerable groups of population – pensioners, people with disabilities, single seniors, and needy families. Among the participants of the meeting were senators, the representatives of the Ministries of Labour and Social Protection of the Population, Justice, and Healthcare, Women's Committee of Uzbekistan, the Society of People with Disabilities, Mahalla Foundation, and other nongovernmental nonprofit and public organizations.
