June 23, 2008. Tajik young specialists trained in local governance basics
The second (interim) three-day seminar for students of the School for Municipal Surveys and Technologies Project on basics of local governance, research and analytical work opened in Dushanbe today, according to the Tajik Branch of Open Society Institute/Assistance Foundation (OSI/AF) - OSI/AF-TB. Ms. Rukhshona Olimova, PR-specialist at the OSI/AF-TB, said that the project is being implemented by the Local Governance Program of the OSI/AF-TB. The seminar participants include young specialists and students. Experts from Kyrgyzstan's Center for Public Technologies have been invited to conduct the seminar. According to her, "the main objective of the project is to lay foundation for improvement of quality of technological training of specialists in the field of management for local governance bodies and carrying out expert and analytical works.

June 19, 2008. Tajik MFA, UNDP CO sign two cooperation documents
Tajikistan's Ministry of Foreign Affairs and the UNDP Country Office in Tajikistan have signed two cooperation documents. The documents were inked by Foreign Minister Hamrokhon Zarifi and UN Resident Coordinator in Tajikistan Michael Jones in Dushanbe on June 19. According to the documents, the UNDP will support implementation of two projects in Tajikistan: Strengthening of Tajik MFA's Capacity for Efficient Implementation of Foreign Policy and National Human Development Report for 2008-2009 - Problem of Employment in Tajikistan. Speaking to reporters after the document-signing ceremony, Mr. Jones said that the project for strengthening of MFA's capacity is aimed at improving skills of MFA's personnel in the field of foreign policy. The project will promote creation of technological, personnel and institutional factors and improvement of MFA personnel's skills, necessary for more efficient formulation and implementation of foreign policy of Tajikistan.

Performance-Based Budgeting (PBB) - Concepts, Country Cases and Sectoral Application (Education and Health) training workshop was held from 1 to 4 May 2008 in "Avenue Park" Recreation zone. The event was organized by World Bank Institute and UNDP "Public Finance Reform in Uzbekistan" and "Support to Development of Welfare Improvement Strategy of Uzbekistan" Projects. Enhancing efficiency of budget expenditure in Uzbekistan is one of the key objectives of current economic policy which considerably affects growth rates and sustainability of the national economy. New methods of budget planning used in the fiscal policy should bring to improved social security of the citizens, increased quality of healthcare and education services and maintained macroeconomic stability in the country.

May 12, 2008. Local self-governance - an effective mechanism of implementing people's interests
The interagency workgroup and the international consultants held a working meeting within the framework of the Local Self-Governance Development in Turkmenistan Project implemented in collaboration with the UN Development Programme (UNDP) at the Mejlis of Turkmenistan. The meeting brought together the deputies of the Turkmen Parliament, the specialists of the national ministries and departments, the experts of the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan. Co-operation in improving the national laws on local self-governance is a priority trend of Turkmenistan-United Nations constructive partnership.

April 28, 2008. Kazakhstan intends to study Singapore expertise in public administration
Kazakhstan intends to study the Singapore expertise in public administration and planning. It was announced today during the weekly briefing by the foreign ministry of Kazakhstan spokesman Erzhan Ashikbayev, agency reports. "From April 28 to 30 a working visit of the Kazakhstani delegation will take place to the Republic of Singapore headed by the deputy director of the president's administration Darkhan Kaletayev. The main purpose of the visit is study of Singapore's expertise in public administration and planning, as well as conducting of bilateral negotiations with the management of the related bodies," E. Ashikbayev said. He also informed that within the framework of the visit the Kazakhstani delegation will visit for familiarization a technological park Biopolis as well as industrial zone in the vicinity of Jurong and port at the Keppel harbor.

April 24, 2008. ASSC students improve knowledge on social management
Students and staff of the Academy of State and Social Construction under the President of Uzbekistan (ASSC) learnt issues of social management in public administration during two-day seminar, which was endorsed by UNDP and UNICEF offices in Uzbekistan. The seminar entitled “Public Administration and Social Management” gathered over 160 people, including students and staff of the ASSC, representatives of the government and local administration, as well as experts from the Russian Federation. The event was organized by the joint project of UNDP and the ASSC “Improving Public Sector Management Skills through Building Training and Research Capacity of the State Academy for State and Social Construction under the President of Uzbekistan” (ASSC project) in cooperation with UNICEF office in Uzbekistan. The objective of the seminar is to help gain better understanding of new methods and experience of teaching of some disciplines in governance and improve capacity of the faculty members in the social management.

March 6, 2008. Salaries in Uzbekistan to increase by 1.12 times from April
President of Uzbekistan signed a decree on increasing the salaries, pensions, stipends and social allowances. According to the document, starting from 1 April 2008 salaries, pensions, social allowances and stipends will be increased 1.12 times on the average. The expenses related to increase of the salaries, pensions, allowances and stipends will be covered by the State Budget and the Pension Fund under the Finance Ministry of Uzbekistan.

March 5, 2008. Turkmenistan sums up results of social-economic development in January-February 2008
The results of Turkmenistan's social-economic development in January-February 2008 were summed up at a government meeting chaired by President Gurbanguly Berdimuhamedov. According to a report delivered by minister of economics and development Gurbanmyrat Gurbanmyratdov, Turkmenistan produced goods worth Manat 26,9 trillion in two months, up 20,1% year-on-year. The high rates of economic development have been achieved in industry (27%), agriculture (11,3%), construction (17%), transport and communication (15,2%) and trade (23,2%). The GDP totaled Manat 8,5 trillion in January.

The Cabinet of Ministers met in Tashkent to discuss the results of country's socio-economic development in 2007, and the priorities for the year 2008. The President of the Republic of Uzbekistan Islam Karimov participated in the meeting with a report. In his report the country leader critically assessed the achievements made in the past year and guided by long-term goals as well as current trends in the world market, determined the priority aspects of economic and social development of the country in 2008. N. Nazarbayev charged "to work over the question and to begin construction of the main gas pipeline Beyneu-Shymkent to maintain stable provision of gas of the southern regions of the republic. He charged the government "to make specific proposals on construction of the atomic power station in Aktau."
