June 25, 2008. National capacity-building seminar on information and communication technology (ICT) policy and legal issues
A national capacity-building seminar on information and communication technology (ICT) policy and legal issues will be held on July 1-2, 2008 in Tashkent, in "Poytaht" (former NGMK) Business Centre. During the National seminar the legal issues from five different areas relevant to the rapid development of electronic commerce and related activities in Uzbekistan will be addressed, in particular: the legal ICT infrastructure, legal certainty and legal security of ICT, legal protection and legal constraints. Within this distinct areas the issues of application of trademarks, copyright, consumer protection will be also discussed. It should be noted that professor of the Centre for the Study of Commercial Law at Queen Mary University in London, Mr. Jan Walden, will participate in the seminar as an instructor. Mr. Jan Walden will also present an overview on the topic "ICT policy and legal issues in Uzbekistan - the key regulatory issues for the responsible officials in the field of ICT".

June 23, 2008. Training-course"Application of ICT in the public administration" in Urgench and Nukus
A training-course "Application of ICT in the public administration" was held in June 13 -14, 2008 in Nukus, Karakalpakstan and in June 16 - 17, 2008 in Urgench, Khorezm region. This training course was organized by the Communication and Information Agency of Uzbekistan and UNDP ICTP project "Assisting the government of Uzbekistan in the formulation and implementation of ICT for development policy". The purpose of this course is to raise awareness of public servants in various areas and world trends of information and communication technologies in public administration and society, an to obtain practical skills in the context of real projects aimed at the formation e-government in Uzbekistan, and also the exchange of experience among course participants. The training course was attended by about 100 participants, both from Urgench, and Nukus. The leading experts of the field who have practical experience of implementing the components of e-government in Uzbekistan were involved in the educational process. At the end of the training there was a planned test aimed at strengthening the skills acquired during the course.

June 6, 2008. The training course on enhancing the level of computer literacy among IT volunteers
"ICT Policy" Project (ICTP) of UNDP jointly with the Center of Training and Support of Young Programmers(CTSYP) with the aim of enhancing the capacity organized a training course on basic computer literacy for IT volunteers in Tashkent. Within 3 weeks the participants will be able to consolidate skills on working with in the Windows XP operating system, will be introduced to the possibilities of such programs as Word 2003 and Excel 2003, and will learn to cope with e-mail and schedule working hours in Outlook 2003. About 20 students from various high schools of Tashkent are involved in this training. They are divided into 2 groups according to the language of learning. The training is conducted by CCPMP specialists who give lectures, as well as conduct various practical activities in the sphere of information and communication technologies (ICT).

June 5, 2008. Kazakh AIC, Intel Technologies, Inc signed agrt on coop
The Agency of the Republic of Kazakhstan on Informatization and Communications has signed an Agreement on cooperation in information technologies sphere with Intel Technologies, Inc. During the first visit to Kazakhstan Chairman of Intel Technologies, Inc Kraig Barrett announced start of a number of initiatives in coop with the Kazakh Agency. Mr. Barrett expressed interest in implementation and development of information technologies in Kazakhstan. The head of the company noted positive dynamics of IT-market development in the Central Asia and in Kazakhstan particularly. According to Mr. Barrett, the abovementioned document aims at improvement of Kazakhstan's info-communication infrastructure, including usage of up-to-date technologies in wireless access to Internet at schools and universities. Signing of the agreement between the AIC and Intel will give a fresh impulse to the development and deepening of mutually beneficial cooperation in IT for the good of economic and social development of Kazakhstan's IT sphere. The sides intend to promote realization of joint programs and projects and development of service technologies and market in IT.

May 20, 2008. UNDP DRR attends opening ceremony of "BestSoft - Uzbekistan-2008"
UNDP Deputy Resident Representative in Uzbekistan Ms. Kyoko Postill participated in the opening ceremony of the National Software Exhibition "BestSoft - Uzbekistan-2008" on 15 May. "BestSoft - Uzbekistan-2008" was organized by IT Association of Uzbekistan and from the Government side was endorsed by Communication and Information Agency of Uzbekistan. Official partner of events was "ICT Policy" (ICTP) Project of United Nations Development Programme in Uzbekistan. The exhibition was the significant event familiarizing the wide audience as well as professionals in the field of information technology with the practice of creating and implementing projects in the field of software development in the country.

April 30, 2008. TATA Communications and Satgate to install high-speed Internet connection in Turkmenistan
President Gurbanguly Berdimuhamedov signed a resolution in accordance with which the Ministry of Communications of Turkmenistan will assemble by this June the modern communication equipment for bettering the access to the Internet aimed at further development of the Internet system in the country. According to the resolution, the Ministry of Communications will conclude contracts with TATA Communciations Company (Great Britain) and Satgate (the Republic of Latvia) to organize international commutation channels of communication with Internet with a total value of US$ 218.6 thousand.

April 29, 2008. UNFPA supports youth media training in Uzbekistan
United Nations Population Fund (UNFPA) supports conducting the Youth Media Training on covering youth issues with focus on healthy lifestyle promotion on 29-30 April. This activity is organized by National Association of Electronic Mass Media (NAESMI), NAESMI Public Fund, Kelajak Ovozi Youth Initiatives Centre and Kamolot Public Youth Movement. This training event with focus on practical application of newly acquired skills is developed in the framework of "Creating Youth TV Stations" project to train the participants from all provinces of Uzbekistan, the Republic of Karakalpakstan and Tashkent City on covering youth-related issues through TV programmes on local television stations. "Our goal is to ensure that youth participating in this project realizes significance of covering such issues as reproductive health, healthy lifestyle, gender equality, HIV/AIDS prevention and Millennium Development Goals (MDGs), and will receive all necessary information to develop good quality TV programmes for healthy lifestyle promotion among youth nation-wide," commented Feruza Fazilova, UNFPA National Officer on Reproductive Health.

March 31, 2008. Call for papers for 2008 ASIS&T International Paper Contest
The Special Interest Group on International Information Issues (SIG-III) of the American Society for Information Science & Technology (ASIS&T) is pleased to announce its ninth competition for papers to be submitted for the 2008 Annual Meeting, which will take place in Columbus, Ohio, October 24-29, 2008. The theme of this year’s paper contest is: “People Transforming Information – Information Transforming People“. Only papers by a principal author who is a citizen of, and resides in a developing country are eligible. Winners in the 2004-2007 contests are not eligible. The papers should be original, unpublished, and ONLY in English. We encourage submissions from librarians, information and network specialists, and educators involved in the creation, representation, maintenance, exchange, discovery, delivery, and use of digital information. Authors are invited to submit manuscripts, not to exceed 5,000 words, by March 31, 2008, to jjeng@njcu.edu, preferably as Microsoft Word attachments.

November 28, 2007. Cabinet of Ministers approved “e-government” draft program for 2008-2010
Kazakh Government approved a draft program on development of the e-government for 2008-2010. The Cabinet of Ministers unanimously voted for it. A number of issues is expected to be solved within the programme, namely, implementation of the principles of state management, improvement of quality of the e-government’s infrastructure, transparency of work of the state bodies, corruption reduction etc.
