Stephan Fuller is a sustainable development consultant focusing on strategic planning, institutional strengthening and capacity development, participatory methods, project management and monitoring and evaluation. Hashemite Kingdom of Jordan, World Bank, the Global Environment Facility and the Royal Society for Nature Conservation in Jordan, 2004/2005 and continuing – Team Leader for a GEF Full (multi-year) project design for the Jordan Rift Valley, including management of a multi-national and multidisciplinary team assessing and designing an expanded protected areas system along the Jordan River Valley, and the Dead Sea to the Gulf of Aqaba (with Arcadis EuroConsult, Arnhem Netherlands) Republic of Kazakhstan (Forestry Committee, Ministry of Agriculture) and the World Bank, 2004 and continuing – Team Leader for the design of a community involvement and participatory planning component in the Forest Protection and Reforestation Project in the upper Aral Sea watershed. The project designs long term investments to strengthen the National Forest management system, rehabilitate the NE Irtysh pine forest ecosystem and improve saxaul woodland/rangeland management in the southern Kyzyl Orda Oblast (with AFC Consultants, Bonn, Germany and MNT Consultants, Bishkek, Kyrgyzstan) Asian Development Bank, Transitional Government of Afghanistan (Ministries of Agriculture and rural Development) DFID and the Global Environment Facility, 2004 – consultant for project preparation for the new GEF Natural Resource Management and Environmental Protection Project which will undertake the restoration of Afghanistan’s protected areas system and the implementation of biodiversity conservation; including capacity development for protected areas re-development and poverty alleviation within buffer zone communities. This initiative was part of the implementation of the Chinese commitment to a National Biodiversity Strategy under the Convention on Biological Diversity. UNDP Iran, the Global Environment Facility (PDF B) and the Iran Department of Environment, 2004 –design of alternative livelihood proposals for 6 protected areas in the Central Zagros Mountains of western Iran. This is part of the GEF Conservation of Biodiversity in the Central Zagros Mountains Ecosystem project which is part of the implementation plan for the National Biodiversity Strategy and Action Plan. This is part of the implementation of the Bhutan National Biodiversity Conservation Strategy UNDP Iran, the Global Environment Facility and the Iran Department of Environment, 2003 – participatory planning and training design for seven protected areas in the central Zagros Mountains of western Iran. This is part of the GEF Conservation of Biodiversity in the Central Zagros Mountains Ecosystem project. IUCN Pakistan, UNDP and GEF 2002, - development of alternative livelihoods and ecotourism options for the Qashqar and Gojal Conservancies in the GEF Mountain Areas Conservancy Project (MACP) in NWFP and the Northern Areas of Pakistan Canadian International Development Agency. 2002 and ongoing – design of options for new capacity development programming for improved implementation of Multilateral Environmental Agreements (MEAs), with a specific focus on the Convention on Biological Diversity and other global initiatives on desertification and climate change. UNDP, GEF and the State Forest Agency, Peoples Republic of China. 2001 - Team Leader and advisor on protected areas management for new nature reserves in Sichuan, Gansu and Xinjiang provinces in the headwaters of the Yellow River on the Qinghai-Tibet Plateau. Specific tasks included biodiversity/strategic planning, management plan development, project management, protected areas training, and alternative livelihood development. Several Canada-based projects were undertaken from late 1997 – 2000. Examples include: Innu Nation - Labrador, Canada. 2000-2001 –environmental consulting services in support of land claims negotiations for the aboriginal communities of Sheshatshiu and Davis Inlet. This work included the design of co-management agreements for resource developments such as the Voisey’s Bay nickel mine, the Lower Churchill Hydroelectric project and the new Mealy Mountains National Park. Another example includes a project with the City of Kingston, Ontario managing and implementing a strategic environmental planning and public participation forum during 2000. Other projects were completed for Canadian-based environmental NGOs related to protected areas implementation primarily in Ontario, Canada.
