Development of modern information – communication technologies tends to expand covering new sectors of economy including spheres of the state governance. Real essence of ICT for the mode of life of peoples and countries is hard to overestimate. To prepare countries for meeting challenges of globalization it is utterly important to curtail digital gap resulting from the countries’ delayed introduction of ICT to all spheres of the state’s activity.
