Traditionally we battle for decentralization of the economy as we see many benefits it could bring to the economic development and eventually contribute to the sustainable economic growth. However, how far should we go and where to stop seem to be quite controversial issue. Development of indicative planes of socio-economic development of the regions is an attempt to come up with an answer for this kind of questions. So, the question is what administrative reform, in your opinion, do the regions need and how it should be implemented for decentralization to be successful? What regional economic policy is needed?

Indeed, the regional policy is needed. The economic policy in regions has to be changed or there is no room for success of overall economic or administrative reform. The reforms have to be launched from the regions otherwise they are doomed to be futile “paper reforms” we have already experienced. Definitely, regions need incentives, for instance, more freedom in budgeting. However, too much freedom is not reasonable option either. The indicative plans of social economic development would be the best solution as they help to negotiate interests of the central government and the regions.
