Transition process complicates public governance both at the government and local level. Skillfully methods of public governance require from the governments coordinated actions on implementation of the policy of economic reforms with accent on national features (social situation, environment and ecology, industry, etc.).

The countries of Central Asia have press towards to transparency and effective governance assessable. All states of Central Asia have taken reasonable steps on perfection of public management and on reaching of good governance.

Nevertheless open problem for Central Asian region is become ensuring of good governance.

Kazakhstan

The policy followed by the Government of Kazakhstan aims at to ensuring of good governance at every level of power. In particular the Government has adopted State Program on struggle against corruption for the period 2001-2005. This program is directed to improving governance efficiency, revelation and elimination of conditions hindering good and fair governance. The program aims not only to improve public administration process, it also considers issues regarding activity of civil society institutions.

Social partnership between power branches and civil society institutions in solving governance problems, corruption extermination and prevention aims at reduction of corruption and recovery of moral principles of the society.

The government of Kazakhstan is implementing administrative reform which became one of the most priority directions of economic policy. Moreover, Within the framework of administrative reform the government makes attempts to introduction of Electronic Government to promote transparent and efficient, thus good governance.

Kyrgyz Republic

The year of 2004 in Kyrgyz Republic was proclaimed as "The Year of the Social Mobilization and Good Governance". This event was preceded by celebration of the 2200 anniversary of Kyrgyz Statehood celebrated by the decision of United Nations General Assembly all over the world.

In order to achieve transparent fair governance since the very first days of independence the country has chosen the following:

  • Democratic path of government institutions development, support and comprehensive strengthening of civil society potential;
  • Course for building socio-oriented market economy including liberal trade, numerous forms of ownership, participatory approach in decision-taking assuming participation government authorities, private sector and civil society in country development.

New edition of the Constitution of Kyrgyz Republic, nationally adopted in 2004, serves as a basis for successful development of the country. The main law assigned basic values and principles, moral-legal, socio-personal foundations of democratic society.

For the forthcoming years Kyrgyzstan defined three steps towards sustainable development:

  • Create effective and transparent public administration by efficient government apparatus and strong local governments;
  • Implement effective economic policy able to lead the country to world markets and create basis for considerable improvement of population well-being;
  • Fully attract social mobilization resource in order to eradicate poverty.

Tajikistan

Tajikistan faced considerable obstacles on the way of economy reformation. Currently according to the "World Development Indicators, 2004" issued by World Bank, Tajikistan is the country with the highest poverty indicator in the region and through the whole post-soviet area. Nevertheless the country has managed to achieve political stability and start socio-economic reforms.

Considering development of legislative basis as the most urgent for effective and transparent economy, the Government of Tajikistan adopted acts on developing and strengthening private sector, civil society and local governments.

Taking into account the fact that the major part of population is still beyond the poverty line, the Government places specific attention to the programmes attracting foreign investments and donor support. More over in 2004 the country adopted a three-year programme on privatization strategy assuming sale of a number of large and medium state enterprises. The country has also started implementation of a comprehensive paper - Poverty Reduction Strategy (ID 1001), that includes priorities in future socio-economic development.

Turkmenistan

Government acts in Turkmenistan proclaim the policy aimed at ensuring rapid socio-economic development, population real income increase. The Government considers positive neutrality, policy of non-intervention to the issues of other states and other principles defined by the Constitution of Turkmenistan and international obligations provided basis for cooperation of Turkmenistan with international community.

Uzbekistan

In order to achieve transparent and efficient mechanism of public administration, the Republic of Uzbekistan implements public administration reform as well as other measures promoting development of civil society and private initiatives.

Moreover, the Government of Uzbekistan makes attempts to liberalization of political and economic spheres, development of multi-party system, and efficient activity of local self-government bodies.

The Government of Uzbekistan considers public administration reform and introduction of Electronic Government to provide basis for good governance in the republic.
