Euroasian Economic Community (EurAsEC)

Euroasian Economic Community (EurAsEC) is the international economic organization, authorized for functions, concerned with the forming of common external customs frontiers of the states - founders (Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan) and for the elaboration of common external policy, common tariffs, prices and other components of common market.

EurAsEC is the assignee of the Customs Union, created in accordance with the principles of the UN and international legislation. In 2003 EurAsEC has obtained the status of observer in the UN General Assembly.

The membership in EurAsEC:

The Constitutive Treaty of the EuroAsian Economic Community was signed on October 10, 2000 in the capital of Kazakhstan, Astana, by Presidents of Belarus, Kazakhstan, Kyrgyz Republic, Russia and Tajikistan. In May, 2002 on the governments' request Moldova and Ukraine have got the status of observers in EurAsEC.

On October 6, 2005, at the Summit of the "Central Asian Cooperation Organization (CACO)" the decision on joining the CACO with the EurAsEC initiated by the president of Uzbekistan was made by the heads of the member states of CACO in order to facilitate economic integration and development in Eurasia.

EurAsEc is an open organization. Any state, which accepts the obligations, stated in the Constitutive Treaty of the EuroAsian Economic Community and the list of other agreements within EurAsEC, determined by the Interstate Council, can become the member of EurAsEC.

The purposes and objectives of Community:

EurAsEC was created to enforce the processes of formation of Common Economic Area by the states-members of the Customs Union, and to coordinate their approaches of integration into the world economy and international trade system.

One of the major goals of the EurAsEC activities is to provide the dynamic development of the member countries through coordinating socio-economic reforms with efficient use of the countries' potentials in order to improve living standards of the population.


The main goals:

  • Completion of the free trade regulations issuance, formation of common tariffs and the common system of non-tariff regulations;
  • Introducing the unified rules and regulations for trade with goods and services, and the their access to domestic markets;
  • Introducing the common and unified currency regulation and control;
  • Establishment of the common customs regulation system;
  • Elaboration and implementation of joint programs of socio-economic development;
  • Providing equal conditions for conducting production and business activities;
  • Formation of common market for transportation services and the common transport system;
  • Formation of the common power market;
  • Providing equal access for foreign investments to the markets of the countries;
  • Ensuring equal to education and medical care access of the citizens of the member-states;
  • Harmonization of the national legislations;
  • Ensuring interaction among the member states legal systems in order to establish the common legal environment within the Community.

The Association "Business Advisory Council" was established in April 2002 acoording to the initiative of the Secretariat of EurAsEC. The founders of the Association were the Camber of Commerce and Industry of Russia, the Russian Union of industrialists and entrepreneurs and the Association of Financial and Industrial Group in Russia.
