BOMCA/CADAP

The EU Border Management (BOMCA) and Drug Action (CADAP) Programmes in Central Asia implemented through UNDP

The overall objective of the Border Management Programme for Central Asia (BOMCA) is to secure the gradual adoption of modern border management methods in Central Asia. Modern Border Management aims at two equally important purposes:

  • Enhanced border security;
  • Facilitation of legal trade and transit.
  • The overall objective of the Drug Action Programme in Central Asia (CADAP) is to foster a development-oriented drug control strategy in Central Asia that ensures a sustained reduction of drug consumption and trafficking in line with European Commission drug strategies:

  • A public health approach to drug demand;
  • An interdiction-based approach to drug trafficking.
  • The strategy of BOMCA/CADAP Proggrames take a long-term, balanced approach, each comprising three core components:

  • Policy advice, legal and institutional reform;
  • National capacity building;
  • Pilot projects at the borders, for future Government replication with donor support.
  • Activities in Central Asia:


    1. Policy Advice, Legal and Institutional Reform

  • Assessment of current legal framework and recommendations for change, where appropriate;
  • Creation of Inter-Ministerial Commissions for the introduction of Integrated Border
  • Management, and provision of secretariats;
  • Study Tour to Europe for Senior Officials to learn more about modern border management methodologies;
  • Establishment of Drug Observatories in each country on the model of the EMCDDA, Lisbon;
  • Donor Coordination work: regular meetings of Consortium of EU Member States (Vienna);>support to National Donor Coordination Conferences in each country.
  • 2. National Capacity Building

  • Construction/renovation of training facilities for Border Guard Service (BGS) officers in all five Central Asian Republics;
  • Development of new BGS training curricula for integrated border management;
  • Provision of common software and training in intelligence analysis for Law Enforcement Agencies, linking to Europol/Interpol;
  • Provision of equipment and training for forensic labs to improve drug route intelligence, toxicological post-mortem examination and criminal conviction rates.
  • 3.Pilot Projects at the borders

    Pilot interventions at selected seaports, airports and land borders, moving away from Soviet-era closed, garrison approach to borders and introducing a balanced approach to drugs:

  • Construction/renovation of border infrastructure (crossing points, guard posts and dog units), designated to simplify transit procedures and encourage inter-Agency working;
  • Provision of equipment to Border Guards, Customs, Police and Drug Control Agency units at the borders, to improve the flow of goods and people whilst enhancing legitimate security control;
  • Introduction of inter-Agency mobile teams;
  • Retraining of existing officers in border control (visa management and identification of forged documents), inter-Agency working; vehicle and body search techniques, intelligence analysis and risk profiling; human rights and asylum rights; precursor testing; computer skills and recognition of language scripts;
  • Enhancement of dog capacities through provision of dogs and training of handlers;
  • Regular cross-border meetings of relevant law enforcement agencies for intelligence sharing and potential crisis control;
  • Development of community based policing in order areas to counter drug demand and provide intelligence base against trafficking;
  • Model prison reform to target high-risk drug users (HIV/AIDS treat): needle-exchange, drug replacement therapy, ATLANTIS rehabilitation programme, community reintegration of prisoners;
  • Small-scale community-prioritized development projects in tense border areas; usage of ID cards rather than passports at selected border crossings for registered local populations.
