Research, knowledge, and analysis are not always used while introducing and implementing new programs or national policy. The majority of decision-makers does not have time and opportunity for search of qualitative sources of independent research. Sometimes they are not informed or closed to policy advice.
On the other hand researchers and experts frequently do not know how to promote their knowledge and research findings; do not posses outreach technology promoting new ideas and introducing researches findings into decision-taking process.
It is obvious that it is necessary to take appropriate measures; otherwise the government will have no clear idea on what will happen with economy and social sphere.
Developed countries generated considerable experience in building and facilitating dialogue between government and academia. In particular, activity of analytical centers, so-called Think Tank institutions that occupy specific position within the system of transformation of scientific ideas into practice.
They initially appeared in Europe and North America in the first half of the ÕÕ century. The term "think tank" evolved from USA period during the Second World War to describe the place where experts were brought together for development of plans of attacks and other military strategies.

Nowadays Think Tanks provide information and recommendations to policy-makers, not only in the West, but also in transition countries. Intensive development of these countries and introduction of new tools of economic administration stipulated the need to develop plans and strategies on national economy reorganization, which in its turn requires reliable information and knowledge. New research and scientific institution provide such information. Economic Policy Institutions Network (EPIN) can serve as a good example. The principal goal of the initiative is to develop the capacity of EPIs in the target countries so as to provide these countries with independent, sophisticated voices in policy issues. On the territory of Central Asia there is no such a Network of analytical institutes, although each country of the region has a analytical research institutions and centers that in the course of time can gain the status of Think Tanks.

Analytical Centers in CA countries appear in response to the actual challenges of transformation of society to socio-oriented market economy. What is the mission and objectives of these centers? The mission of the centers is assistance and support to the process of socio-economic and administration reforms, involving civil society and population into development and implementation process, national capacity building, applying advanced international experience. |
