Training Initiatives

Economic transformation in CA countries is associated with significant changes in key areas of socio-economic development. For the last 14 years Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) have been pursuing the policy of introduction of market relations, the state plays the role of a principle reformer of socio-economic transformations.

For successful implementation policy reforms it is necessary to have highly qualified cadres. Today there is a number of opportunities for skills improvement, capacity building, and expansion and deepening of knowledge civil servants and representatives other spheres of activity through trainings and educational courses.

Most international organizations conduct training courses and seminars on urgent issues of socio-economic development, including problems of transition to market economy.

Training Initiatives:

Trainings for government, nongovernmental sector and civil society:

The International Association for the Promotion of Co-operation with Scientists from the New Independent States (NIS) of the Former Soviet Union. INTAS is an independent International Association formed by the European Community, European Union Member States and like-minded countries to promote East-West scientific co-operation between INTAS members and INTAS-NIS partner countries. INTAS supports both fundamental and applied research in all fields of science, such as: Physics; Chemistry; Life Sciences; Earth Sciences & Environment; Economics, Social & Human Sciences; Mathematics & IT; Space, Aeronautics & Engineering. The main tools that INTAS uses to achieve its objectives are as follows:

  • Scientific Policy Workshops;
  • Calls for research projects and networks;
  • Innovation Grants;
  • NIS Young Scientists Fellowships;
  • Support for Summer Schools and Other Training Activities;
  • Additional Measures: Conference Grants and Infrastructure Actions (e-library);
  • INTAS FP6 NIS Information Network (ININ).

International Training Center of International Labor Organization (ITC ILO). The International Training Centre of the ILO is based in Turin, Italy. The Centre works to enhance the capacity of governments, employers' organizations, workers' organizations and other social and economic actors to play an effective role in the economic and social development of their countries and regions.

Delnet Supporting Local Development Programme of ITC ILO. Delnet is a local development support programme run by the International Training Centre of the International Labor Organization, one of the United Nations' specialized agencies. It operates in 53 countries all over the world, and cooperates with more than 1000 institutes from 1998. It offers training in areas such as job creation, improving working conditions, workers' rights, equal opportunities and social dialogue. Delnet supports local development and decentralization by enhancing the capabilities of local players through training, information, technical consultancy and networking. The trainings carried out within the framework of the Program have the aim to educate representatives of civil society and private sector, who participate in local development and decentralization.

The Eastern Regional Organization for Public Administration (EROPA) is an organization of states, groups and individuals in the general area of Asia and the Pacific runs Training Course on Local Government.

The International NGO Training and Research Center trainings (INTRAC). INTRAC training is designed to assist the effectiveness and sustainability of civil society organizations, and to raise the knowledge and skill level of staff working in them. Focus of INTRAC training courses is on civil society, development, and capacity building.

Central Asia Media Support Project. This Project financed by the Swiss Office for Development and Cooperation (SDC) and implemented by CIMERA Organization will pursue two main objectives: the improvement of the quality of the information provided by some selected newspapers, and the improvement of access to information on official bodies for journalists and media and training of journalists. The project works on a regional basis, in Kyrgyzstan, Tajikistan and Uzbekistan.


Trainings for Private Sector representatives:

The International Financial Corporation in cooperation with the Government of Switzerland organized Consultant Training Project for representatives of Central Asian countries. It is a pilot program designed to improve SME access to quality business support services. The program will help to build local business consulting capacity by working with consulting organizations with offices throughout the country whose work focuses on helping companies to develop business plans to receive investment financing.

The Ukraine Consulting Network. The aim of this company is to provide trainings and workshops for Private Sector, Business Undertakings and Investment Representatives.

Institute for International Cooperation of the German Adult Education Association (Project in Central Asia, IIZ/DVV). The main priorities for IIZ/DVV activities in Central Asia are: to support adult education activities, which enable unemployed and social marginalized people to generate income or find a new profession; to assist and practice in creation and intensification of institutional development of adult education providers; to lobby and popularize the ideas of adult education and lifelong learning among different stakeholders in politics, science and culture as well as among the population; to involve Central Asia countries in worldwide discussion concerning Lifelong Learning.

Educational Training Center "Expert". This nonprofit organization conducts trainings and educational programs in the following areas: human resource management, office-management, negotiations and communications, record keeping, marketing, finances, accounts and others.

Center of Trainings and Seminars. This unique Internet resource contains information on short-term business education. The Center introduces information on wide range training programs and seminars. More information could be found on here

Training and consulting center. British training and consulting company, specializing on strategic enterprises development in the Central Asian region, Kazakhstan, Russia, (private, state, international and public organizations) aspiring growth and prosperity.


Trainings on widening access to information and management:

International Research and Exchanges Board (IREX). IREX (the International Research & Exchanges Board) is an international nonprofit organization specializing in education, independent media, Internet development, and civil society programs. Through training, partnerships, education, research, and grant programs, IREX develops the capacity of individuals and institutions to contribute to their societies.

The Internet Access and Training Program (IATP) is a program of the Bureau of Educational and Cultural Affairs (ECA) of the US Department of State and IREX. This Program provides opportunities to thousand citizens to further their education and professional development, participate in the development of democracy, and preserve their culture and traditions.
