The problems of the state governance and decentralization have baffled politicians for many years. Transition to market economy demands radical changing of methods of the state governance to increase efficiency of social–economic reforms under implementation. Decentralization of the state power will allow to increase capacity of the civil society. Has the society matured enough to assume some government functions and is the state ready to let go of these functions in return for higher extent of state governance efficiency?
