Indeed, the regional policy is needed. The economic policy in regions has to be changed or there is no room for success of overall economic or administrative reform. The reforms have to be launched from the regions otherwise they are doomed to be futile “paper reforms” we have already experienced. Definitely, regions need incentives, for instance, more freedom in budgeting. However, too much freedom is not reasonable option either. The indicative plans of social economic development would be the best solution as they help to negotiate interests of the central government and the regions. |
