More than 60% of the population of Uzbekistan lives in rural areas. This is the part of population the most suffering from consequences of transition. It is necessary to implement agricultural reform to gain sustainable economy development. Agricultural reform aims not only at land reform, first of all it is an inprovement of rural infrastructure through providing social protection, strengthening the role of market mechanisms in rural development (such as long-term crediting, insurance, leasing services) as well as sustainable environment development. Agricultural reform will assist to solving such problems as poverty reduction, market infrastructure development, assess to bank services, creation of conditions necessary for economic safety, etc. In rural areas it will assist to raise the effectiveness of water resource utilization, land degradation reduction, raising of productivity. So how do you think, has Uzbekistan enough funds for this reform? |

Of course the role of the government in rural areas is essential to control the ecology norms, poverty reduction, water resources and other things. In my view, the development of agriculture takes up a lot of time and huge amount of funds. One of the ways to fasten the reforms process in agriculture is to attract direct foreign investments and increase the role and efficiency of local financial and non-financial intermediaries in the financing the agriculture. |

Well, the agricultura reform requires some prudent goverment regulation, is't it? Given that there is government controling the prices of the cotton and other main agricutural products definetily the system is lacking incentives and transparency. The issues of the land ownership are not resolved effectively and in my opinion there is simple confusion among producers on this matter as they are uncertain about their future goals. Again, this requires government to step back and allow the market mechanizm to come up with better solutions. |

I strongly agree with Mr. Mamadjanov's point, the agricultural sphere in our country needs serious direct foreign investments. But our authorities should understand that foreign investment is not a humanitarian help! The confusion of foreign investment with humanitarian help is common case in Uzbek authorities point of view. When a foreign investor can not receive any income from his investment due to certain policies in our country, he will not invest since there is no positive income for him. And because of the described reason the problem is not in the lack of investment but it is in the policy of investment. In order to attract direct foreign investments, the policies should be directed towards developing favorable environmnet for foreign investors. |

Mr. Bazarov has stressed out an important issue on investment. The main thing about foreign investor is that the Govrn. doesn't have to tell him how to invest and how to make money out of your investment, the investor knows it better. All the Gov. has to do is to try to minimize his risks and provide with some tax or other incentives. Another point about foreign investor is that, if he sees the income he will not just get the money and leave, he will reinvest and provide more job opportunities and extra income generation projects for one region and so on. |

Mr. Mamadjanov has pointed out another important issue. Providing secure and favorable environment for investors will attract more investments. And since the environment is secure for investments, the investor will feel safer and might invest even more, in order not to lose the spot. Another point Mr. Mamadjanov has pointed out is that if the business in the sphere of agreeculture in Uzbekistan is beneficial, then why would the invester take his money out of the country? He would reinvest and create more jobs for the locals, and improve the socio-economical level. It is really important for the future of the country to create favorable environment for foreign investors. |

As any other branch of economy in open market agricultural sector needs to be free of any government intervention of any form. Thus, farmers should be totally free to sell their products to any firm, including state ones (assuming that state adopts fair prices). This will not only stimulate development within agricultural sector but also result in fair competition and therefore, effectiveness. |
