Electronic directory presents information on think tanks in Kazakhstan, Kyrgyz Republic, Tajikistan and Uzbekistan, working on the issues of socio-economic and political development in the Central Asian countries. The main aim of this web-resource is to support interaction between researchers, governments and international organizations through increasing access to existing research capacities in the region and involving them into conducting research studies and developing policy advice. May 2, 2006. Investment opportunities of Kazakhstan were discussed in Switzerland. "Kazakhstan, Russia and Poland – economic partners of Switzerland" seminar dedicated to presentation of economic and investment opportunities of the abovementioned countries was held in Mont Pelerin (suburb of Lausanne) on April 27. Representatives of Swiss business elite, State Secretariat for Economy (SECO), Organization for Facilitating Investments (SOFI), Belarus-Kazakhstan-Russia-Ukraine Commerce and Industry Chambers’ Union took part in the conference. More information… Back to the top 2. May 3, 2006. Islam Karimov and Pervez Musharraf met with journalists. After the ceremony of signing of bilateral documents Islam Karimov and Pervez Musharraf met with representatives of mass media. During the press conference it was marked, that negotiations were held fruitfully and during conversations the sides touched upon the issues on bilateral relations, regional and international problems. The opinions of the parties on all considered issues have coincided and the attitude of Uzbekistan and Pakistan on many international relations appeared similar and close. Tajik delegation participated in Annual Meeting of ADB Board of Governors in India. A delegation of Tajikistan attended the Thirty-Ninth Annual Meeting of the Board of Governors of the Asian Development Bank (ADB) that was held in Hyderabad, India from May 3 to May 6. Matlubkhon Davlatov, State Adviser to the Tajik President for Economic Matters headed the Tajik delegation consisting of Abduqohir Nazirov, Minister of Land Reclamation and Water Resources, and Abdurrahim Ashurov, Minister of Transport. More information… Back to the top 5. May 8, 2006. ECO meeting in Baku. A summit meeting of the Economic Cooperation Organization (ECO) was held in the capital of Azerbaijan, Baku. Issues related to creation of conditions for sustainable socio-economic development of member nations of the Organization were discussed in the meeting. Turkey, Iran, Pakistan establish co-operation bank within ECO. Talks on establishment of the Bank of Commerce and Co-operation (BCC) within the Economic Co-operation Organization (ECO) are at the final stage. President of Uzbekistan Islam Karimov received First Deputy Prime Minister of Russian Federation Dmitriy Medvedev in Oqsaroy residence on 6 May. SCO, EurAsEC sign memorandum of understanding. Shanghai Cooperation Organization (SCO) and Eurasian Economic Community (EurAsEC) signed a memorandum of understanding in Beijing, China, on May 8. The document said two organizations intend to exchange information and hold consultations in economic cooperation, first of all in trade, energy and transport. More information... Back to the top 10. May 10, 2006. France and Kazakhstan show high level of confidential relations. The colloquium "Kazakhstan is a partner today, tomorrow is a giant", organized by the French Senate and Ubi France French Entrepreneurs Support Association, took place in Paris on May 4. The chairman of French Senate Christian Ponecelet and Kazakhstan Senate Speaker Nurtai Abykayev participated in it. The sides noted positive dynamics of development of bilateral interparliamentary ties during the talks held before the colloquium. Treaty on allied relations with Russia - guarantor of peace and stability in the region. The allied relations treaty between Uzbekistan and Russia serves as the guarantor of peace and stability in the region, Uzbek President Islam Karimov told after laying flowers to the statue of Grieving Mother in Tashkent. Speaker of Senate Nurtai Abykayev has received Chairman of the Committee for Construction and Transport of National Assembly of the Republic of Korea. In the course of the meeting the sides stressed that Kazakhstan and Korea were reliable partners and their relations were characterized by mutual respect and dynamic development of cooperation in various spheres. Japan’s company “Aiko” intends to establish cooperation with Tajikistan in the fields of tourism and trade. The “Aiko” company has been operating in Uzbekistan for three years and is ready to establish cooperation with Tajik businessmen not only in the field of tourism but also in the fields of trade, construction of plants, etc. More information... Back to the top 2. May 5, 2006. President of Kazakhstan discusses EU investments into Kazakh energy with EU Energy Commissioner. Nursultan Nazarbayev, President of Kazakhstan, and Andris Piebalgs, EU energy commissioner discussed investments of the European Union member states into the energy complex of Kazakhstan in Astana. Mr. Piebalgs noted that European companies were interested in the projects offered by Kazakhstan. More information... Back to the top 3. May 5, 2006. International financial institutions keen on investing in Tajikistan’s energy sector. The World Bank will provide funds in grants to finance three projects in Tajikistan, Murodali Alimardonov, Chairman of the National Bank of Tajikistan (NBT), remarked in Dushanbe on May 3. According to him, during the April meeting in Washington Tajikistan’s Government and the World Bank (WB) reached an agreement on financing reforms development program, project for technical assistance in reforming public management system, as well as a project for strengthening of the national statistical system in Tajikistan. The World Bank, International Monetary Fund, and other international financial institutions had also shown interest in investing in enhancement of energy sector in Tajikistan. More information... Information on the meeting of the interdepartmental working group consisting of heads of water and energy sectors of the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan on development of draft Report between the governments of the four countries regarding usage of water-power resources of Naryn - Syr-Darya pool in 2006 and in the first quarter of 2007 has been heard and discussed at the session. Everyone knows Tajikistan grows wonderful fruits and vegetables, and now an American company plans to help export these products far and wide by drying them and sending them to markets around the world. More information... Back to the top 6. May 8, 2006. Tajik president calls on Kazakh businessmen to invest in Tajikistan’s economy. Tajik President Emomali Rahmonov took part at the business-forum of Tajik and Kazakh entrepreneurs in Astana. Addressing the forum, Rahmonov noted that at present Kazakh entrepreneurs could take part in various investment projects aimed at enhancement of Tajikistan’s energy sector, development of natural resources, tourism, and food processing in Tajikistan. Tajik company “Olimi Karimzod” and Kazakhstan’s “Ateks Systems” reached an appropriate agreement on this subject during the business forum in Kazakh capital. More information... Back to the top 8. May 10, 2006. Coordination commission on financial supervision of the financial market of Kyrgyzstan was formed. Hydropower cornerstone of development in Tajikistan: U.S. diplomat. A broad range of issues was discussed at a meeting of President Emomali Rahmonov with visiting Assistant Secretary of State for South and Central Asia Richard A. Boucher in Dushanbe. Mr. Boucher noted that the United States intends to assist Tajikistan in strengthening its security and development of its economic and political opportunities. Kyrgyz–Chinese intergovernmental commission discussed construction of the railway of China-Kyrgyzstan-Uzbekistan and cement plant in Kyzylkia. The 7th session of the Intergovernmental Kyrgyz-Chinese commission was held in Bishkek. Prospects of realization of projects on construction of Kyzylkia cement plant, construction of China – Kyrgyzstan-Uzbekistan railway have been discussed at the meeting. More information... Uzbek-Korean Development Bank (UzKDB) will focus its efforts to become the leading bank in Central Asia and in the Commonwealth of Independent States (CIS), president of Korean Development Bank (KDB) Chang-Lok Kim said at official opening ceremony of UzKDB in Tashkent on 8 May. President of Uzbekistan Islam Karimov signed decree "On creation of Fund for Reconstruction and Development of Uzbekisan". The decree aims to ensure realization of projects on modernization and technical re-equipment of the basic sectors of economy, achieve dynamic, sustainable and balanced socio-economic development of the country, as well as to carry out effective structural and investment policies. Back to the top - CIVIL SOCIETY 1. May 2, 2006. Kazakhstan took part in a seminar on migration problems. Two-day workshop on migration problems was held in Yekaterinburg. Those attending were the representatives of Almaty, Moscow, Perm, Kazan, Erfurt, Ufa, Tashkent, etc. The parties shared views on migrants and their involvement in Russia, their free employment, etc. More information... The National Association of Civil Society Support Centers hosted a meeting to discuss issues related to development of civil society and establishment of social partnership in the republic. May 3, 2006. 208 residents of Tajik capital get permanent jobs in vacancies’ fair. 208 residents of Dushanbe got permanent jobs in the vacancies’ fair that was held in Dushanbe on April 28. 102 other people have been sent to public seasonal work, and 32 others have been sent to requality courses. More information... Back to the top 4. May 4, 2006. Turkmen capital holds regular job fair. Citizens of Ashgabat have been offered over 1300 jobs at the Job Fair in the Turkmen capital. Over 100 organizations of the state and private sector of Turkmenistan's economy as well as foreign companies and joint stock companies have shown interest in contracting workers Almost 90% of vacancies were in construction sector. More information... Back to the top 5. May 4, 2006. The EU and UNDP supported projects: Enhancement of Living Standards in Karakalpakstan and Namangan Region. The EU and UNDP are funding two projects in Karakalpakstan and Namangan region. The overall objective of the two projects is to improve the lives of local communities in the Republic of Karakalpakstan and Namangan region. Problems of labor migration from Central Asia to Russia were discussed at the conference in Moscow. International Conference “Labor Resources and Labor Capacity: Central Asia and Russia” was held on May 11, 2006 at the Higher School of Economics in Moscow. The Conference was held with support of the Russian Union of Industrialists and Entrepreneurs and the Development Foundation “Eurasian Studies Institute”. Delegations from Russia, Kyrgyzstan, Uzbekistan and Tajikistan comprised of representatives of migration services, ministries of labor and social protection, associations of migrant laborers, businesses, and experts participated in the conference. The company specialized in distribution of software systems, training and consulting, has been working in the field of information technologies since 1993. The Government is on the way to creation of single information space in Kyrgyzstan. Prime minister Felix Kulov signed the resolution “On Interdepartmental coordination council on coordination and regulation of development of information sphere of the Kyrgyz Republic”. The resolution is accepted in accordance with the Law of the Kyrgyz Republic “On information”, with a view of development of informatization, further introduction of "the electronic government” in Kyrgyzstan and also creation of single information space of the republic and entering the world information space. The conference has been initiated by the Central management on schools abroad (ZfA), Information Center of academic exchange service of Germany (DAAD), Institute of Goethe and German language teachers association of Uzbekistan. The Ministry of Higher and Special Education, the Ministry of Public Education of Uzbekistan in collaboration with German Embassy in Tashkent organized the action. Specialists from the German speaking countries, as well as Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan participated in the conference. More information… Back to the top 2. May 8, 2006. President of Turkmenistan orders construction of 8-store school for 600 pupils. Turkish company Macc Insaat Sanai Yatyrym we Tijaret LTD STI was awarded a contract for construction of an 8-store school for 600 pupils in the Turkmen capital. The cost of the project, including landscaping of the adjacent territory, totals US $ 8, 920 mln. More information… Back to the top - HEALTH 1. May 3, 2006. Kyrgyzstan will get IDA grant in amount of $4 million. The ceremony of signing agreement on financing the “Control of bird flu, preparation and resistance to pandemics” project between Kyrgyzstan and International Development Association (IDA) was held on April 27, 2006 at the Ministry of Economy and Finance (MEF). More information… Back to the top 2. May 5, 2006. Healthy Mother – Healthy Child conference. Conference entitled "Healthy mother – healthy child" was held on 3 May at Grand Plaza Hotel in Tashkent. The Ministry of Healthcare of Uzbekistan, Indian BioMedicare Company, and Farmed Company organized the meeting. More information… Back to the top - GENDER IN DEVELOPMENT 1. May 5, 2006. Building Management Capacity of the Women’s Committee in Uzbekistan. Series of two-day training courses on Effective Management Skills started recently as a part of the joint project of the United Nations Development Program (UNDP) and the Women’s Committee Uzbekistan. The objective of the training is to strengthen the capacity of Deputy Khokims/Charwomen of the Women’s Committees to better manage their work and increase its effectiveness. Prime Minsiter Felix Kulov assigned the ministries and state agencies to take measures so that to ensure at least 30% representation of women in the state structures and local government bodies, including the decision making level. More information… Back to the top - OTHER 1. May 2, 2006. New Uzbek-German JV was launched in Ferghana. This is the only JV in Central Asia, where hearing devices for disabled people are produced. The production, released in the new joint venture on the basis of modern technologies, is of great demand, owing to certification ISO-9001. Presently the enterprise has received the order for manufacturing of 1200 of such hearing devices. 1000 devices of acoustical adaptations will be exported to Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan. Kyrgyz MES gets technical assistance from UNDP. 18 computers were granted to Ministry of Emergency Situations (MES) departments of southern regions. The technical assistance was rendered with support of UNDP Bureau on Prevention crisis situations and rehabilitation. The aim of technical assistance is to improve timely information providing and effective response in case of ES in the south of the country. More information... Back to the top 3. May 3, 2006. Tourist routes of Kyrgyzstan were presented in Uzbekistan. The presentation of tourist routes of Kyrgyzstan, organized by the Kyrgyz Embassy, was held in Uzbekistan. The presentation was held within the framework of 4th Festival of cultural traditions and national dishes among diplomatic corps organized by Uzbek Ministry of Foreign Affairs on April 29, 2006. Kyrgyz Embassy handed out information materials, booklets of tourist routes on natural and cultural sights of Kyrgyzstan. More information... Back to the top 4. May 4, 2006. CIDA provides funds to UNDP for implementation of two emergency management projects in Tajikistan. The Government of Canada acting through the Canadian International Development Agency (CIDA) has granted US$500,000 to support two projects that will be implemented by the United Nations Development Program in Tajikistan. The first project entitled “Strengthening Capacity of Management of Emergencies in Tajikistan” will allow strengthening disaster risk management capacity in Tajikistan at central and local levels through activities in four components, enabling communities in high-risk areas to become more disaster resilient and to receive proper support from central level. CIDA has provided US$250,000 for implementing this project. The same amount has been provided by CIDA for implementing the “Strengthening of Local Governance in Eastern Khatlon” project. This project is aimed at strengthening the policy links between the districts, the jamoats and the population by encouraging participatory planning processes. More information... Back to the top 5. May 5, 2006. USAID granted the Ministry of Emergency Situations of Kyrgyzstan engineering technics. USAID granted the Ministry of Emergency Situations of the Kyrgyz Republic three kinds of engineering technics (bulldozer, dumper, loader) totaling 36 thousand $ US. The American technical equipment will be used exclusively for liquidation of natural disasters. More information... Back to the top 6. May 5, 2006. Conference on sustainable development of tourism was held in Turkmen capital. Representatives of various ministries and establishments, specialists of the state and private tourism enterprises and companies as well as international experts from Great Britain, Lithuania and Kazakhstan took part in a two-day conference that was held in Ashgabat. An official handover of technical assistance provided by the United States was held in Dushanbe on May 10. A US$523,000 worth of technical assistance included vehicles, generators and contraband detection kits and other needed supplies. Call for applications: Democracy Commission Small Grants Program. The U.S. Embassy in Dushanbe announces a new request for proposals under the 2005-2006 Democracy Commission Small Grants Program. The purpose of the program is to award small grants for specific projects that support the development of democratic institutions in Tajikistan. Primarily, grants will be awarded to non-governmental, non-profit organizations (NGOs). The amount of a grant must be around $8000 dollars but Commission will give priority to the applications that offer the implementation of the similar project with lower budget. To be eligible for consideration, every applicant must be engaged in, or propose to carry out, a project whose purpose is to further the development of democratic institutions in Tajikistan. Об этом сообщил председатель Национального банка страны Муродали Алимардонов. По его словам, в апреле в Вашингтоне между Таджикистаном и банком были достигнуты договоренности о финансировании Программы развития реформ, проекта технической помощи реформы госуправления, а также проекта по усилению национальной системы статистики. Под реализацию данных проектов финансовый институт, согласно подписанному там же соглашению, выделил на первом этапе правительству РТ средства в размере $20 млн. Правительство Канады, выступающее в лице Канадского Агентства по международному развитию (CIDA) выделило $500 тыс. для поддержания двух проектов в Таджикистане. ПРООН в РТ будет реализовывать проекты. Первый проект «Укрепление потенциала по управлению стихийными бедствиями в Таджикистане» поможет областям с повышенным риском быть подготовленными к стихийным бедствиям и получать должную поддержку на центральном уровне. Сумма гранта, выделенного Канадским Агентством CIDA на реализацию данного проекта, составляет $250 тыс. Столько же выделено на выполнение другого проекта CIDA «Укрепление местного самоуправления в Восточном Хатлоне», целью которого является укрепление системы связи между районами, джамоатами и населением путем поощрения участия в процессе планирования.
