1. The first Policy paper is completed within the
Central Asian Gateway project! The report on «Regional Integration
and Security in Central Asia: Search for New Interaction Mechanisms for
Analytical Community and Governments during Formulation and Promotion of
Regional Initiatives» research study was based on the work of
multinational group of experts from Kazakhstan, Kyrgyzstan, Tajikistan
and Uzbekistan. The research was conducted with the purpose of
strengthening capacities of think tanks in Central Asia in policy advice
on regional cooperation issues. The report will be soon available at the

- REGIONAL PARTNERSHIP
1. April 17-22, 2006. Kazakh, Kyrgyz governments
discussed boundary delimitation. 25th sitting of Kazakh and Kyrgyz
governmental delegations on delimitation and demarcation of the boundary
between two states took place in Bishkek. Within the negotiations the
parties discussed technical questions connected with demarcation of
Kazakh-Kyrgyz national boundary and exchanged opinions on preparation of
topographic maps for the line of joint frontier. More

2. April 18, 2006. Mejlis ratifies documents signed
during Saparmurat Niyazov's visit to People's Republic of China. The
Mejlis (Parliament) of Turkmenistan has adopted a decree "On
ratification of the general agreement between the Government of
Turkmenistan and the Government of the People's Republic of China on the
implementation of Turkmenistan-China gas pipeline project and the sale
of natural gas from Turkmenistan to the People's Republic of China".
Turkmen President Saparmurat Niyazov and Chairman of the People’s
Republic of China Hu Jintao in the end of high level talks held in
Beijing on April 3 signed this document. More

3. April 18, 2006. Goods produced in EAEC member
nations to have common trademark of circulation. The Integration
Committee of the EAEC, an economic club of former Soviet republics
seeking to establish a single economic zone comprising Russia,
Kazakhstan, Kyrgyzstan, and Belarus, considered a draft agreement on
using the common mark on the market of the EAEC countries on April 14.

military bloc – Russia. The Shanghai Co-operation Organization (SCO)

The V Eurasian Media Forum, which took place in Almaty, gathered
international and regional journalists, famous politicians, and heads of
the world media community, businessmen and experts for discussion on
international and regional development problems and the role of media.

10. April 20, 2006. Uzbekistan hosted seminar on
integration of CIS stock markets. Uzbek Exchange Center hosted a
seminar to discuss issues on integration of stock markets of the
Commonwealth of Independent States (CIS). Representatives of National
Depository Center of Uzbekistan, Russian Depository-Clearing Company,
Depository Centers of Azerbaijan, Kazakhstan and Ukrainian interregional
exchange association participated in the event. Participants considered
issues on integration of stock markets of the CIS, problems connected
with this process, accounting and storage of securities, exchange of

Director of RATS Executive Committee. On 19 April, Secretary-General
of the Shanghai Cooperation Organization Zhang Deguang met at the SCO
Secretariat with Director of the Executive Committee of the Regional
Antiterrorist Structure (RATS) Viacheslav Kasymov, who arrived in
Beijing to take part in an SCO conference on drug trafficking issues.

4. April 19, 2006. In the first quarter of 2006
Uzbekistan had trade surplus for $ 387.1 million. A meeting of the
Cabinet of Ministers of Uzbekistan to analyze the economic indicators of
the first quarter of 2006 was held April 15. The value of produced goods
and services provided have increased for 6.8 percents. The increase of
production in agriculture was equal to 4.5 percents. Increases in
construction and transport, communications were 3.6 and 7.3 percent
accordingly. External trade surplus amounted $ 387.1 million. 324 out of
484 restructured enterprises and companies improved their financial

5. April 20, 2006. U.S. investors are interested in
cooperation on mining precious metals in Tajikistan. American
company “Comsap” intends to invest US$50 million in prospecting for gold
and silver in the northern district of Ayni. A preliminary agreement on
this subject was reached during a visit of Tajik delegation to the
United States. In the course of negotiations American investors have
shown interest in launching joint ventures on mining and on processing
of cotton. In near future, U.S. experts will arrive in Tajikistan to

turnover up 9,8% in January-February. Turkmenistan reported a 9,8%

Miller, CEO of OJSC "Gazprom". The sides discussed the current condition
and prospects of co-operation in development of the Caspian hydrocarbon
fields and gas transportation between Kazakhstan and Russia. In

9. April 21, 2006. Tajik, Chinese power companies
sign US$340 million contracts on construction of power-transmission
lines in Tajikistan. Tajik “Barqi Tojik” (Tajik electric system)
opened joint-stock holding company and Chinese power company “China
Theban Electric Apparatus Stock Co (CTEAS) signed two contracts worth
totaling US$340 million on the construction of high-voltage electricity
transmission lines in Tajikistan. The documents were signed by
Sharifkhon Samiyev, “Barqi Tojik” director general, and Lee Biang, top
manager of the CTEAS company, which is the general contractor of the
project. The sides agreed to build a 500-kW 350-kilometer electricity
transmission line “South-North” linking Tajikistan's southern and
northern regions and a 220-kW 93-kilometer line “Lolazor-Obi Mazor” in

10. April 24, 2006. Tajikistan plans to build gas
pipeline from Turkmenistan via Afghanistan. A group of specialists
from Tajik Ministry of Energy will visit Afghanistan in near future to
negotiate the possibility of transit supply of Turkmen gas to Tajikistan
via the Afghan territory. A regular provision of the country’s
population with natural gas will be possible if the issue of the
construction of gas pipeline from Turkmenistan to Tajikistan via
Afghanistan is solved. It is still premature to speak about the budget
for this project, but Afghanistan’s authorities are also interested in
solution of this issue because in this case they will have an
opportunity to export Afghan natural gas to Tajikistan as well More

1. April 27, 2006. Next session of the State
Commission will be on June 10. Next sitting of the State Commission
on Democratic Reform Program's Development and Specification is planned
for June 10. Kazakh State Secretary, Deputy Chairman of the Commission
Oralbay Abdykarimov has announced about it at the second sitting of
State Commission. Within the framework of the meeting there was
discussed the project of Action Plan of the Government on democratic
reforms’ enhancement for 2006 introduced by the representative of
President’s Administration Berik Imashev. Upon the results of the
conference the Commission decided to complete the project taking into
account all amendments and proposals of its members and give it for
consideration to the Chairman of the State Commission Nursultan

titled “Forms of Government and State Governance: Characteristics” was

Kazakhstan in healthcare system reform. Klaus Theo Shroder,
Secretary of State at the German Federal Ministry for Health, has stated
this at a meeting with Yerbolat Dosayev, Minister of Health of RK, in
Berlin. In particular, an agreement that Germany will share the
scientific experience of its medical institutions, train Kazakhstani

3. April 24, 2006. Central Asian regional AIDS
struggle project launched in Bishkek. National conference on
launching of Central Asian Regional project on struggle against AIDS
took place under the chairmanship of vice prime minister of Kyrgyzstan
Adahan Madumarov. The main purpose of the project is reduction of
negative, social and economic influence of generalized HIV/AIDS
epidemic. The project provides reduction of level of growth of the
epidemic of the given disease in Central Asia, creation of steady
mechanism - Central Asian fund on struggle against AIDS which will serve
as means of financing of actions on prevention and struggle against this
illness in the region after end of the project and perfection of
regional cooperation and intersectoral cooperation between state sector.
